Neue Vorschriften und Zuständigkeiten im Abfallrecht Beförderer, Sammler, Händler und Makler von gefährlichen Abfällen benötigen von den zuständigen Behörden eine entsprechende Erlaubnis. Oder müssen ihre Tätigkeit zumindest bei den Behörden anzeigen. Und sie müssen die nötige Fach- und Sachkunde des agierenden Personals nachweisen. Für Beförderer und Sammler waren diese Pflichten bisher in der Beförderungserlaubnisverordnung geregelt, die nun zum 1.6.2014 durch die Anzeige- und Erlaubnisverordnung (AbfAEV) abgelöst wird. Nun sind auch Personenkreise von diesen Pflichten betroffen, die bisher davon ausgenommen waren. Auch Abfallbeauftragte müssen sich mit den neuen Vorschriften auseinandersetzen: sie müssen überprüfen, ob die von ihnen beauftragten Firmen ihre Pflichten wahrnehmen und die notwendigen Verfahren einhalten. Zeitgleich wird auch die Nachweisverordnung geändert. Händler und Makler finden darin geänderte und detaillierte Vorgaben für ihre Registerführung – mit neuen Regelungen für die Art der Registerführung. Aber auch für Erzeuger und Entsorger werden mit der "kleinen Novelle" der NachwV neue Pflichten eingeführt.
