Louis Sullivan, an American architect, was referred to as the "father of modernism" and coined the phrase "form follows function.” His phrase provides a key insight into the state of public education in America. The existing form for public education is industrial in nature and is not a match for what should be the function of an education system in an information age society—one that is characterized by technology, globalism, a new definition of work, and rapid, relentless change. Michael S. McPherson is president of The Spencer Foundation in Chicago, a foundation that researches how education can be improved. He is a former president of Macalester College in Minnesota. A nationally known economist who focuses on the interplay between education and economics, McPherson is the coauthor of "Economic Analyses and Moral Philosophy." Morton Owen Schapiro has been president of Williams College in Williamstown, Massachusetts, since 2000. Equality of opportunity is about leveling the playing field so that circumstances such as gender, ethnicity, place of birth, or family background do not influence a person s life chances. Success in life should depend on people s choices, effort and talents, not to their circumstances at birth. 'Measuring Inequality of Opportunities in Latin America and the Caribbean' introduces new methods for measuring inequality of opportunities and makes an assessment of its evolution in Latin America over a decade. An innovative Human Opportunity Index and other parametric and non-parametric techniques are presented for quantifying inequality based on circumstances exogenous to individual efforts. These methods are applied to gauge inequality of opportunities in access to basic services for children, learning achievement for youth, and income and consumption for adults.
