Implementation of the Committee of Ministers of the Council of Europe Recommendation No. R (2000) 13 on a European policy on access to archives Recommendation No. R (2000) 13 on a European policy on access to archives was adopted by the Committee of Ministers of the Council of Europe on 13 July 2000 on the basis that archives constitute an essential and irreplaceable element of culture. The recommendation was the first international standard in this field and it formulated several principles with a view to inspiring sound policies in the member states on access to archives, through legislation or by bringing existing legislation into line with the recommendation. Following the adoption of the recommendation, a pan-European survey on European states’ compliance with the recommendation was initiated. The results of the survey were published by the Council of Europe in 2005, Access to archives – A handbook of guidelines for implementation of Rec No. R (2000) 13 on a European policy on access to archives. Two decades later, a new study has explored and evaluated the situation regarding access to archives in Council of Europe member states. This publication summarises the most important results of a Europe-wide survey on the situation of access to archives in general and on the implementation of Recommendation No. R (2000) 13 in particular. It highlights current and future challenges arising from digitisation and changing user expectations, thus providing background knowledge for civil servants and decision makers, archive authorities and archivists, the scientific community and civil society organisations.

Archiving has become an increasingly complex process. The challenge is no longer how to store the data but how to store it intelligently, in order to exploit it over time, while maintaining its integrity and authenticity. Digital technologies bring about major transformations, not only in terms of the types of documents that are transferred to and stored in archives, in the behaviors and practices of the humanities and social sciences (digital humanities), but also in terms of the volume of data and the technological capacity for managing and preserving archives (Big Data). Archives in The Digital Age focuses on the impact of these various digital transformations on archives, and examines how the right to memory and the information of future generations is confronted with the right to be forgotten; a digital prerogative that guarantees individuals their private lives and freedoms.

This book is the first attempt to introduce the current status of archival practices in Japan as well as the basic views of the populace on making records accessible to English readers. In general, Japan has not paid sufficient attention to keeping and utilizing records except in the field of historical research. This book thus examines Japanese attitudes about history, records management, information acts, the status of archivists of the constitution, and genealogical research practices and a description of archives. Consequently, such investigations clarify how both private and public archives function or fail to do so in those spheres of Japanese society. In addition, this book presents the efforts in wartime record keeping in Australia, which is significantly different from how the Japanese deal with such records. This book therefore provides a clear and concrete picture of the status of current archival practices in Japan and the thinking that underlies them. On the basis of such examinations, this book enables readers to understand to what extent and how the past affects the present through archives, to recognize the importance of archives, and to respect the past in order to maintain and develop perspectives in people’s lives.

The Routledge Companion to Libraries, Archives, and the Digital Humanities covers a wide range of issues encountered in the world’s libraries and archives as they continue to expand their support of, and direct engagement in, Digital Humanities (DH) research and teaching. In addition to topics related to the practice of librarianship, and to libraries and archives as DH-friendly institutions, we address issues of importance to library and archives workers themselves: labour, sustainability, organisation and infrastructure, and focused professional practices that reflect the increasingly important role of librarians and archivists as active research partners. One of the central motifs of this book is that the “two” fields—DH, on the one hand, and the library, archival, and information sciences on the other—are in fact deeply intertwined, productively interdependent, and mutually reinforcing. We place these on an equal footing, considering how they coexist and collaborate in equal partnership. This Companion will be of interest to DH practitioners and theorists, especially those who work in libraries and archives, and those who work with them. Likewise, “non-DH” (or “not-yet-DH”) library and archival administrators, reference and public service librarians, cataloguers, and even those who work primarily with the tangible collections will find here echoes and implications of the most venerable traditions and practices of our shared profession.
