The Association of Southeast Asian Institutions of Higher Learning (ASAIHL) has been playing an important role in educational development to promote innovative teaching, research and cooperation among institutions of higher learning. Build Bright University (BBU), Cambodia had organized the 2015 ASAIHL International Conference during 2-4 December at Siem Reap. The main theme of the conference was “Educational Access and Excellence”. The conference covered three sub-themes, namely, (i) cross-border higher education in global context, (ii) excellence in education through provision of technology, effective teaching and research, and (iii) student learning outcomes. Delegates from France, UK, Japan, Singapore, Hong Kong, India, Thailand, Malaysia, Philippines, Vietnam, Taiwan, East Timor, Cambodia and others had participated in the conference.

Habits of Mind maintains that the fact that almost everyone now goes to college need not be seen as an obstacle to excellence in education. Some critics have insisted that college is not for everyone, but William B. Allen and Carol Allen assert that the college diploma has rightly become as much the norm in this century as the high school diploma was during the twentieth century. Accordingly, it is essential that higher education remains true to its deepest purpose: the cultivation of proficient humanity. The authors see the key to this goal as the development of judgment, or "habits of mind." Habits of mind are far and away the most influential determinants of human conduct, and nowhere are they more profoundly shaped than in institutions of higher education. Furthermore, liberal education has proven most effective in this undertaking.The authors elaborate on the purpose of higher education and identify the chief obstacles to achieving its aim. By the early twenty-first century, a startling consensus had emerged about the overall aim of American school reform. In an era of political discord, and in a field historically known for contentiousness, the notion of promoting educational excellence for all students was a distinct point of bipartisan agreement. Shaped by a corps of entrepreneurial reformers intent on finding "what works" and taking it to scale, this hybrid vision won over the nation's most ambitious and well-resourced policy leaders at foundations and nonprofits, in state and federal government, and in urban school districts from coast to coast. "Excellence for all" might, at first glance, appear to be nothing more than a rhetorical flourish. Who, after all, would oppose the idea of a great education for every student? Yet it is hardly a throwaway phrase. Rather, it represents a surprising fusion of educational policy approaches that had been in tense opposition throughout the twentieth century--those on the right favoring social efficiency, and those on the left supporting social justice. This book seeks to understand why the "excellence for all" vision took hold at the time it did, unpacks the particular beliefs and assumptions embedded in it, and details the often informal coalition building that produced this period of consensus.
