Over the past two years, the debate on the review of the EU regulatory framework for electronic communications has become hectic. After the European Commission adopted its proposed set of measures in November 2007, the European Parliament has shown an unprecedented interest in topics such as spectrum policy, functional separation of the incumbents' networks, the creation of a new European authority on telecoms, etc. After the successful experience of the first CEPS Task Force on "Policy Challenges for the Information Superhighway", which ended in June 2006, a new Task Force on "Achieving the Internal Market for e-communications" was launched by CEPS with the explicit aim to provide expertise to Members of the European Parliament in their reading of the proposed review. The Task Force was chaired by Magnus Lemmel, former Acting Director General at DG Enterprise, European Commission, and currently Senior Advisor at KREAB. This report summarises the results of the opinions that were expressed over five meetings, the last two of which took place inside the European Parliament. This highly influential report was drafted by Andrea Renda, Senior Research Fellow at CEPS.

I Own The Pipes You Call The Tune The Net Neutrality Debate And Its Ir Relevance For Europe written by Andrea Renda and has been published by CEPS this book supported file pdf, txt, epub, kindle and other format this book has been release on 2008 with categories.

"The debate of the so-called "net neutrality" has been under the spotlight in the US for many years, whereas many believed it would not become an issue in Europe. However, over the past few months the need to revise the current regulatory framework to encourage investment in all-IP networks has led to greater attention for net neutrality and its consequences for investment and competition. After the Commission adopted a "light-touch" approach to the issue at the end of 2007, the European Parliament has started to reconsider the issue, and it is reportedly considering a move towards more pro-neutrality rules. This paper summarises the main issues at hand in the net neutrality debate and the views expressed by advocates and opponents of the neutrality principle. The problem is described from a multi-sided market perspective, stressing the role of network operators as intermediaries in the "layered" architecture of all-IP networks. Finally, the paper discusses whether the European regulatory framework and its interaction with ex post competition policy are likely to solve many of the concerns of net neutrality advocates without any need for ad hoc regulation; and whether currently proposed solutions are likely to prove welfare-enhancing and conducive to a better regulatory environment for future e-communications."--Cover.

"Efficient land transactions and a functioning land market play an important role in economic development and growth. Yet, during the negotiations for their accession to the European Union in 2004, candidate countries requested the possibility to maintain restrictions on the acquisition of agricultural land and forests by foreigners for a certain period of time. Among other reasons, they considered the restrictions necessary to protect their agricultural sectors from shocks that might arise from the differences in land prices and incomes with the rest of the EU. This study reviews these transitional measures and the evolution of the agricultural sector in seven new member states, drawing conclusions about the impact of the restrictions and the necessity of maintaining them today." --Book Jacket.

This book widens the current debate on security privatization by examining how and why an increasing number of private actors beyond private military and security companies (PMSCs) have come to perform various security related functions. While PMSCs provide security for profit, most other private sector stakeholders make a profit by selling goods and services that were not originally connected with security in the traditional sense. However, due to the continuous introduction of new legal and technical regulations by public authorities, many non-security-related private businesses now have to perform at least some security functions. This volume offers new insights into security practices of non-security-related private businesses and their impact on security governance. The contributions extend beyond the conceptual and theoretical arguments in the existing body of literature to offer a range of original case studies on the specific roles of non-security-related private companies of all sizes, from all areas of business and from different geographic regions.

European Variations As A Key To Cooperation written by Ernst Hirsch Ballin and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-01-02 with Political Science categories.

This Open Access book offers a novel view on the benefits of a lasting variation between the member states in the EU. In order to bring together thirty very different European states and their citizens, the EU will have to offer more scope for variation. Unlike the existing differentiation by means of opt-outs and deviations, variation is not a concession intended to resolve impasses in negotiations; it is, rather, a different structuring principle. It takes differences in needs and in democratically supported convictions seriously. A common core remains necessary, specifically concerning the basic principles of democracy, rule of law, fundamental rights and freedoms, and the common market. By taking this approach, the authors remove the pressure to embrace uniformity from the debate about the EU’s future. The book discusses forms of variation that fall both within and outside the current framework of European Union Treaties. The scope for these variations is mapped out in three domains: the internal market; the euro; and asylum, migration and border control.

The insight given by the book. . . is absolutely indispensable for those who interact with the internal market. It is a goldmine of thought waiting to be discussed, used and put to the test. Ida Otken Eriksson, European Law Journal This fascinating book explores the management of the internal market from a legal perspective. While the EU agenda is currently dominated by the processes of Treaty reform, this assessment of both market and constitutional governance evaluates the coherence or otherwise of the project at the very core of European integration. Confronted with a free market nearing completion, with a relatively formulaic application of internal market law, the book portrays how this is mirrored in a growing tendency to hand the market back to the Member States and, increasingly, to authorities and bodies (both public and private) therein. We see too, however, an internal market framework that strains to cope with a series of challenges, both internal and external to the EU itself. The approach of the contributors is twofold on one hand they reflect thematically on questions of regulation which cut across the spectrum of the market and its freedoms. On the other hand they adopt more sector-specific lenses (including, for example, regulation of the media and the Internet) through which contemporary regulatory dynamics can be reconsidered. Providing analysis of contemporary challenges facing the internal market, this book will be of great interest to academics, researchers and students working in the field of EC law. It will also appeal to national and Community policy makers as it seeks to locate the constitutional and regulatory boundaries of the internal market sphere.
