Aktuell erleben Städte u. a. als Vierte Industrielle Revolution oder Digitalisierung bezeichnete Umwälzungen. Gleichzeitig stehen sie vor Herausforderungen wie dem Klimawandel, der wachsenden Globalisierung, aber auch dem demografischen Wandel. Wachstum bzw. Schrumpfung erzeugen unterschiedliche Handlungsspielräume. Die Entwicklung von Smart-City-Ansätzen findet immer unter diesen Bedingungen statt. Die Logiken der ‚Smart City‘ und insbesondere die Tauglichkeit ihrer Lösungen verlangen entsprechend nach einer kritischen Auseinandersetzung. Zentrale Fragen der vorliegenden Publikation lauten daher: Welche Risiken beinhaltet die Smart-City-Idee? Wie sind deutsche Kommunen diesbezüglich aktuell aufgestellt? Wie können Handlungsempfehlungen für Kommunen aussehen? Dafür werden die generellen kommunalen Herausforderungen sowie die theoretischen und technischen Wurzeln der Smart-City-Idee und die Möglichkeiten und Grenzen für Smart-City-Ansätze betrachtet. Außerdem erfolgt eine Darstellung des Stands der Umsetzung. Aus dem gewonnenen Überblick werden die Chancen und Vorteile der ‚Smart City‘ gegen die Möglichkeiten und Grenzen der Kommunen abgewogen. Was letztere tun müssen, um angesichts der Herausforderungen die Chancen der ‚Smart City sicher und nachhaltig zu nutzen und sie als Teil der integrierten Stadtentwicklung zu gestalten, präsentiert die Publikation in Form von Handlungsempfehlungen. Cities today experience a radical transformation labeled as the fourth industrial revolution or digitalization. At the same time they encounter challenges like climate change, enhancing globalization and in particular in Germany demographic change. Growth as well as shrinkage give rise to different rooms of maneuvers for cities. Any development of ‚smart city‘ approaches is always restricted by these circumstances. The idea of a ‚smart city‘ and especially the approach’s efficiency therefore need to be assessed in a critical way. So the central questions are: Which risks does the idea of a ‚smart city‘ comprise? How prepared are cities in Germany for the changes ahead? How could recommendations for local authorities look like? Therefore the publication considers the challenges for cities and the theoretical and technological roots of the ‚smart city‘ idea as well as the possibilities and boundaries for ‚smart city‘ approaches. Furthermore the publication comprises a presentation of the current status of implementation. With these findings in mind the opportunities of a ‚smart city‘ are weighted out against the rooms of maneuvers and boundaries of cities in Germany. Which steps a city has to take in order to transform the possibilities of a ‚smart city‘ in a secure and sustainable way into a substantial approach and part of an integrative urban development is represented in a form of recommendations for action.

Anthropologists have written a great deal about the coastal adaptations and seafaring traditions of Pacific Islanders, but have had much less to say about the significance of rivers for Pacific island culture, livelihood and identity. The authors of this collection seek to fill that gap in the ethnographic record by drawing attention to the deep historical attachments of island communities to rivers, and the ways in which those attachments are changing in response to various forms of economic development and social change. In addition to making a unique contribution to Pacific island ethnography, the authors of this volume speak to a global set of issues of immense importance to a world in which water scarcity, conflict, pollution and the degradation of riparian environments afflict growing numbers of people. Several authors take a political ecology approach to their topic, but the emphasis here is less on hydro-politics than on the cultural meaning of rivers to the communities we describe. How has the cultural significance of rivers shifted as a result of colonisation, development and nation-building? How do people whose identities are fundamentally rooted in their relationship to a particular river renegotiate that relationship when the river is dammed to generate hydro-power or polluted by mining activities? How do blockages in the flow of rivers and underground springs interrupt the intergenerational transmission of local ecological knowledge and hence the ability of local communities to construct collective identities rooted in a sense of place?
