"How does democracy persist for long periods of time in countries that are poor, ethnically heterogenous, wracked by economic crisis, and plagued by state weakness? In this volume, leading scholars of comparative political regimes attempt to answer this question by examining cases of unlikely democratic survival in "hard places": countries that lack the structural factors and exist outside of the contexts that scholars have long associated with democracy's emergence and endurance. Democracies in hard places overcome underdevelopment, ethnolinguistic diversity, state weakness, and patriarchal cultural norms. The book offers rich, empirically ground theoretical debates about whether democracy survives only because a balance of power and formal institutions constrain actors from overthrowing it, or if it also survives in part because some critical actors are normatively committed to it. The book presents nine case studies-written by leading experts in the discipline-of episodes in which democracy emerged and survived against long odds. The cases are drawn from almost every region of the world that formed part of the "third wave" of democracy. In each case, many of the conditions conventionally associated with durable democracy were either attenuated or absent. Each case study details the constellation of obstacles to democracy faced by a given country, describes the major political actors with the potential to impact regime trajectories, and explains how the threat of democratic breakdown was staved off or averted"--

Throughout history authoritarian governments have outnumbered democratic ones to an overwhelming degree. Even today, true democracies are an exception. In this book, Somit and Peterson argue that the main reason for this pattern is that humans are social primates with an innate tendency for hierarchical and authoritarian social and political structures. Democracy requires very special 'enabling conditions' before it can be supported by a state, conditions that require decades to evolve. As a result, attempts to export democracy through nation-building to states without these enabling conditions are doomed to failure. The authors argue that money and energy devoted to nation-building around the globe by the U.S. would be better spent on problems facing the country domestically.

What role should political theory play in activating workers to engage in class struggle to extend participatory rights in the workplace and, in the process, expand and revitalize American democracy? Bachrach and Botwinick argue that the answer is to construct a theory of participatory democracy that would include a democratic concept of class struggle; a concept that provides workers and their allies an effective and legitimate course of political action. They see this concept not only as a means to encourage workers to become politically active to gain participatory rights, but also as a means to strengthen the democratic process as a whole. The authors contend that working-class struggle should be encouraged as a way of promoting the realignment of political parties along class lines and expanding citizen participation and public awareness of issues of national concern.To illustrate their theory, the authors describe and evaluate worker self-management programs in Germany, Sweden, France, Italy, England, and the United States. Hoping to spur Americans to confront their crisis of democracy with boldness and imagination, Bachrach and Botwinick demonstrate that class politics is on the agenda and that the categories of class and class struggle are now up for democratic definition in a way that is unique in this country. All governments strive to develop and implement policies that contribute to innovation. Both in academic research and policy circles, the concept of National Innovation Systems has represented a significant approach to industrial policy, research and development, and innovation. This book will review the development and implementation of this approach, and its strengths and weakness by considering the experience of Finland, widely regarded as a model of the information society, high-quality equal education, and systemic innovation policy amongst the Nordic welfare states, which themselves have increasingly topped the lists in national competitiveness. The first part of the book analyzes the foundations, emergence, and development of the National Innovation System approach and its adoption in Finnish science and technology policy throughout the 1990s and 2000s. In the second part of the book an alternative viewpoint to innovation and welfare policy is outlined, based on the idea of capability cultivating institutions as a key foundation, both for national welfare and competitiveness. The development of the Finnish comprehensive school and its special education system is studied in order to clarify the nature of institutional change and learning, and the conditions of governing and developing the enabling services. The concept of an enabling welfare state is developed to answer the challenges of the Nordic model of welfare in a globalizing knowledge-driven economy.
