Europe and the European Union are unavoidable, if ambiguous, political references in the post-Yugoslav space. This volume interrogates the forms and implications of the increasingly potent symbolic nexus that has developed between non-heterosexual sexualities, LGBT activism(s) and Europeanisation(s) in all of the Yugoslav successor states. Contributors to this book show how the long EU accession process disseminates discursive tools employed in LGBT activist struggles for human rights and equality. This creates a linkage between “Europeanness” and “gay emancipation” which elevates certain forms of gay activist engagement and perhaps also non-heterosexuality, more generally, to a measure of democracy, progress and modernity. This book asks the fundamental question of how new human rights issues emerge in the human rights debate. To answer this, the book focuses on nongovernmental organizations (NGOs) and on the case study of LGBTI (lesbian, gay, bisexual, transgender and intersex) rights. The work argues that the way in which NGOs decide their advocacy, conceptualise human rights violations and strategically present legal analysis to advance LGBTI human rights shapes the human rights debate. To demonstrate this, the book analyses three data sets: NGO written statements submitted to the United Nations Human Rights Council, NGO oral statements delivered during the Universal Periodic Review and 36 semi-structured interviews with NGO staff. Data are analysed with a combination of quantitative and qualitative approaches to discover what issues are most important for LGBTI networks (issue emergence) and how these issues are framed (issue framing). Along with NGO efficiency in lobbying for the emergence of new human rights standards, the book inevitably discusses important questions related to NGOs’ accountability and democratic legitimacy. The book thus asks whether the right to marry is important for LGBTI advocates working transnationally, because this right is particularly controversial among activists and LGBTI communities, especially in non-Western contexts.

This book examines regional integration in Africa, with a particular focus on the Southern African Development Community (SADC). It argues that the SADC’s pursuit of a rationalist and state-centric form of integration for Southern Africa is limited, as it overlooks the contributory role and efficacy of non-state actors, who are relegated to the periphery. The book demonstrates that civil society networks in Southern Africa constitute well-governed, self-organised entities that function just like formal regional arrangements driven by state actors and technocrats. The book amplifies this point by deploying New Institutionalism and the New Regionalism Approach to examine the role and efficacy of non-state actors in building regions from below. The book develops a unique typology that shows how Southern African regional civil society networks adopt strategies, norms and rules to establish an efficient form of alternative integration in the region. Based on a critical analysis of this self-organised regionalism, the book projects the reality that alternative regionalism driven by non-state actors is possible. This book expands the study of regionalism in the SADC, and makes a significant and innovative contribution to the study of contemporary regionalism.

This volume explores recent episodes of progressive citizen-led mobilisation that have spread across Southeast Europe over the past decade. These protests have allowed citizens the opportunity to challenge prevailing notions of citizenship and provided the chance to redress what is perceived to be the unjust balance of power between elites and the masses. Each contribution debunks the myth of inherently passive post-socialist populations imitating West European forms of civil society activism. Rather, we gain a deeper sense of progressive and innovative forms of activist citizenship that display essentialist and particular forms of protest in combination with the antics of global protest networks. Through richly detailed case study research, the authors illustrate that whilst the catalysts for protest in Southeast Europe were invariably familiar (the expanse of private ownership into urban public spaces; the impact of austerity), the pathology of such protests were undoubtedly indigenous in origin, reflecting the particular post-socialist/post-authoritarian trajectories of these societies. The chapters in this book were originally published as a special issue in Europe-Asia Studies.
