This volume covers the "middle" time period of the Syrian uprising, roughly from 2012 when Syria’s peaceful protest began to mutate into a violent insurgency and civil war until roughly 2018 when the conflict took on features of a "frozen conflict". The middle period was important as one of key junctures or turning points when the struggle could have reached rather different outcomes. Non-violent protest failed to drive democratization and turned into violent insurrection but revolution from below also failed as did regime counter-insurgency, leaving protracted civil war the default outcome. Second, the consequences of civil war became evident with six themes: failing statehood coexisted with regime resilience; rebel governance emerged as a viable challenge to the regime; social forces were sharply polarized; external actors exacerbated internal divisions; a predatory war economy emerged; and intense violence led to massive displacement of the population. Taking an innovative and interdisciplinary approach that seeks to capture the full complexity of the phenomenon, this book contributes significantly to our understanding of the Syrian conflict, therefore it will be of interest to academics, students, journalists and policy-makers interested in the Syrian civil war.

Post-conflict scenarios are often proposed for Arab countries that have witnessed significant changes and civil wars. Yet the plans for reconciliation, transitional justice, and the return of the displaced often overlook the real conditions that make these recommendations impossible. This book provides a critical analysis of current post-conflict frameworks for Syria and Iraq. Drawing on empirical research, the book shows that reconciliation and reconstruction scenarios need to be considered alongside the realities on the ground. It argues that Iraq and Syria exist in a condition of 'conflict transformation' rather than of 'conflict termination', because the extreme changes that accompanied these countries into war continue long after the conflicts end. Furthermore, the chapters highlight why experts should not seek solutions in culturalist terms and ancestral enmities, or rely on the wartime status quo. Rather, they should look to the specific military, political, economic and socio-cultural conditions that require different solutions. A critical analysis of existing post-conflict frameworks, their applicability and their potential outcomes in Iraq and Syria, the book is a vital contribution to post-conflict studies. Zusammenfassung: Nine years into the (civil) war, Syria is in an extraordinarily poor position to confront the Covid-19 pandemic. Instead of the pandemic leading towards the uniting of local, regional, and international actors involved in Syria around a common purpose, conflict dynamics have hampered an effective response to Covid-19. Yet, the pandemic is unlikely to become a decisive turning point in conflict dynamics or an overall determinant of its future trajectory. Rather, in the mid-term, the relevant actors are likely to continue to follow their strategic interests in Syria, while some will have to adjust their operational priorities, as well as the strategies to pursue them, against the backdrop of the pandemic. Cooperation among external actors in solving the conflict is not set to get any easier. Trends of destabilisation and erosion of state capacity in the war-torn country are also likely to continue. Europeans should prioritise helping fight the pandemic in all areas of Syria and reengage in diplomacy aimed at conflict settlement and the prevention of military escalation among involved actors
