This book is an actor-centred sociological study of the EU-level processes that produce gender equality policy. Based on interviews and documentary analysis, the study unpacks the process of the “Roadmap for Equality between Women and Men 2006-2010” to explain the different roles of actors in the making of EU gender equality policies. By analysing policy processes inside institutions and among institutions, the study focuses on the internal working logics in and between EU-level institutions. It highlights the shifting spaces, openings, and constraints for the development of gender equality policies. Concentrating on EU policy programmes helps shed light on the invisible aspects of EU gender equality policy-making and how this process changed regarding actors, structure and content in the late 2000s. This volume is the first comprehensive analysis of women's ascendance to leadership positions in the European Union as well as their performance in such positions. It provides a new theoretical and analytical framework capturing both positional and behavioural leadership and the specific hurdles that women encounter on their path to and when exercising leadership. The volume encompasses a detailed set of single and comparative case studies, analyzing women's representation and performance in the core EU institutions and their individual pathways to and exercise of power in top-level functions, as well as comparative analyses regarding the position and behaviour of women in relation to men. Based on these individual studies, the volume draws overarching conclusions about women's leadership in the EU. Regarding positional leadership, women continue to be underrepresented in leadership positions, they more often hold less prestigious portfolios in such positions, and manifold structural hurdles hamper their access to power. Furthermore, huge variations exist across EU institutions, with the intergovernmental bodies being the hardest to access. Regarding behavioural leadership, women acting in powerful EU positions generally perform excellently. They successfully exercise a combined leadership style that integrates attributes of leadership considered to be 'masculine' and 'feminine'. This is not to argue that women per se are the better leaders. Yet more often than men they are exposed to stronger selection processes and their prevalent practice of a combined leadership style tends to best meet the requirements of modern democratic systems and particularly those of the highly fragmented EU.

This open access book provides the first in-depth study of the development of federal gender equality politics and policy in Australia from the 1970s to the present day. Australia has a history of gender equality innovation, including granting women's suffrage long before equivalent countries. From the 1970s on, it became the first country to introduce a women's adviser, femocrats (feminist bureaucrats) and gender responsive budgeting but then fell behind, partly due to the influence of Anglosphere neoliberalism. However, the Albanese government has pledged to make Australia a world leader in gender equality again. The book situates Australia in an international context, assessing the useful, though sometimes salutary, lessons which the Australian experience provides. It engages with key literature, including feminist political theory, discursive framing analysis, gendered public policy analysis, LBGTIQ+ issues, path dependency, and gender and leadership. It will interest academics, undergraduate and postgraduate researchers, public policy experts and practitioners, and a broader readership interested in issues of gender equality. The book makes innovative contributions to the study of the politics of gender equality policy, addressing what a gender equality policy agenda could look like if the needs of women, in all their intersectional social diversity, were the driving force. In doing so, it addresses a range of issues that are impacting the future of women, including an ongoing pandemic, technology, education and training agendas, issues of sovereign capability, securitisation, climate change and the growth of campaigns that oppose so-called “gender ideology”. This book takes stock of German gender equality in several policy fields after 16 years of governments led by Angela Merkel and her conservative Christian Democratic Party (CDU). While maintaining its status as an economic engine in Europe, Germany has historically been a laggard in adopting gender equality measures. The European Gender Equality Index, however, now ranks Germany relatively high and shows substantial progress since 2005. While this has gone mostly unnoticed, Germany has passed far-reaching legislation in major policy fields relevant for gender equality. Investigating the effects of Merkel's tenure on gender equality, the chapters in this volume assess policy output and outcomes with a focus on internal power dynamics in Germany, as well as international and European Union (EU)-level pressures in the policy domains of political representation, LGBTI rights, migration, the labor market, and care. It examines how policy measures introduced by conservative governments affect gender norms and gender culture, and if they ultimately lead to effective implementation and greater equality. The book argues that Merkel often led “from behind,” indirectly facilitating claims-making instead of proactively pushing them.
