In the aftermath of the Arab Spring, when thousands of young women and men fought for the opportunity to realize their aspirations and potential, the question of jobs continues to be crucial in the Middle East and North Africa region. This report uses jobs as a lens to weave together the complex dynamics of employment creation, skills supply, and the institutional environment of labor markets. Consistent with the framework of the 2013 World Development Report on jobs, of which this report is the regional companion, this work goes beyond the traditional links between jobs, productivity, and living standards to include an understanding of how jobs matter for individual dignity and expectations—an aspect that was clearly central to the Arab Spring. Just as important, this report complements the economic perspective with an analysis of political economy equilibrium, with a view to identifying mechanisms that would trigger a reform process. As such, the report has three objectives: First, it seeks to provide an in-depth characterization of the dynamics of labor markets in the Middle East and North Africa and to analyze the barriers to the creation of more and better jobs. It does so by taking a cross-sectoral approach and identifying the distortions and incentives that the many actors—firms, governments, workers, students, education, and training systems—currently face, and which ultimately determine the equilibrium in labor markets. Second, the report proposes a medium term roadmap of policy options that could promote the robust and inclusive growth needed to tackle the structural employment challenge for the region. Third, the report aims to inform and open up a platform for debate on jobs among a broad set of stakeholders, with the ultimate goal of contributing to reach a shared view of the employment challenges and the reform path ahead.

Educational inequalities have strongly impacted disadvantaged and underservedpopulations such us indigenous, Roma, migrant children, students with disabilities,and those affected by poverty. A wide array of research has contributed toexplaining the mechanisms and effects of inequalities in the achievement patterns,dropout rates, disengagement in the school experiences of children and youthtraditionally excluded. Research also suggests the negative consequences for childdevelopment – including cognitive, language, and social–emotional functioning – ofpoverty and lack of quality education in the early years. Consequently, the currentunequal access to optimal learning environments for every single child to succeedin education and to have a better life perpetuates the exclusion and neglects theright to education for those minorities. This Research Topic aims at moving beyondcauses and shed light upon effective solutions by providing successful pathways forintegration and inclusion of the learners most heavily affected. Scholars worldwide are looking for successful actions with children, youth, andcommunities of learners historically underserved to overcome educational andsocial exclusion. These transformative approaches go beyond the deficit thinkingand are grounded in theories, empirical evidence, and multidisciplinary interventionsoriented towards achieving social impact, which refers to the extent to which thoseactions have contributed to improve a societal challenge. The international networkof “Schools as Learning Communities” is advancing knowledge on deepening andexpanding the impact of what has been defined as Successful Educational Actions(SEAs); that is, those interventions that improve students’ achievement and socialcohesion and inclusion in many diverse contexts, regardless the socioeconomic,national, and cultural environment of schools. Drawing on the evidence generated by this network of researchers to address the globalchallenge of inequality by studying educational actions oriented towards achievingsocial impact and potentially transferrable to other contexts, this Research Topic aimsat deepening on this approach. In short, our purpose is that the contributions includedin this Research Topic contribute to reduce educational and social inequalities andespecially benefit those populations most in need.

La pretensión de este libro es proporcionar a los futuros docentes las claves fundamentales para interpretar el funcionamiento y organización de los centros escolares. Frente a la complejidad inherente que presenta este campo de estudio y trabajo en un mundo dinámico, abierto y cambiante, estas organizaciones deben dar respuestas coherentes con los nuevos paradigmas educativos. Un claro ejemplo de esto es la adaptación que ha tenido que realizar la comunidad educativa para dar respuesta al problema sanitario, social y económico que ha planteado la pandemia del COVID-19, por lo que compartimos y analizamos las principales reflexiones sobre la respuesta dada en nuestros centros educativos, comparando esta con la proporcionada en otros países y revisando el origen de sus respectivos sistemas educativos y su razón de ser. Los centros educativos son parte fundamental de la estructura de nuestro sistema educativo en tanto que son el marco físico y relacional en el que se lleva a cabo la docencia, así que se hace necesario analizar su organización con respecto a sus elementos espaciales y temporales, su estructura organizativa y sus órganos colegiados y unipersonales. Sin embargo, la situación inédita en la que se han encontrado los centros ha llevado a los equipos directivos y los docentes que forman parte del claustro a interpretar las nuevas necesidades digitales que han surgido en las familias y en los alumnos. Es imprescindible analizar la aceleración de la Transformación Digital y su impacto en la organización y en el avance de los aprendizajes hacia paradigmas deseables en el siglo XXI, por lo que la intervención de la práctica profesional será en centros educativos que están incorporando la digitalización y los Objetivos de Desarrollo Sostenible (ODS) en el camino hacia organizaciones educativas más inclusivas y sostenibles.
