The EU's 2003 European Security Strategy (ESS) was a milestone document representing the collective thinking of the EU member states on the challenges and security threats facing them at the beginning of the 21st century. This report aims to contribute to the review of the ESS currently underway in the EU which is scheduled to be discussed at the December 2008 European Council. The Committee assesses the strategy and its implementation and the changes in the international security environment since 2003 and makes a number of recommendations.

Addressing security challenges posed by weak and failed states will require increasingly demanding military interventions, often over a great distance and prolonged periods of time. As a result of several engagements over the last decade, the U.S. military has gained valuable experience in undertaking stability operations. This book explores the drivers of the EU’s recent forays into peace- and state-building operations. Since the Union’s European (now Common) Security and Defence Policy (ESDP/CSDP) became operational in 2003, the EU has conducted more than 20 civilian and military operations that broadly served to either deter aggression in host countries, and/or to build or strengthen the rule of law. This sudden burst of EU activity in the realm of external security is interesting from both a scholarly and a policy perspective. On one hand, institutionalised cooperation in the field of foreign, security and defence policy challenges the mainstream in IR theory which holds that in such sovereignty-sensitive areas cooperation would necessarily be limited. On the other hand, the sheer quantity of operations suggests that the ESDP may represent a potentially significant feature of global governance. In order to understand the drivers behind CSDP, EU Foreign Policy and Crisis Management Operations analyses the policy output in this area, including the operations conducted in the CSDP framework. Up until now, many studies inferred the logic behind CSDP from express intentions, institutional developments and (the potential of) pooled capabilities. By mining the rich data that CSDP operations represent in terms of the motives and ambitions of EU governments for the CSDP, this book advances our understanding of the framework at large. This book will be of much interest to students of European Security, EU policy, peacebuilding, statebuilding, and IR.

Since the end of the Cold War and the disappearance of the Soviet threat to Western Europe, Europeans and the United States have had to re-consider the threats to their security, which have become unclear and unpredictable. More recently the shift in the economic and political balance away from the United States and Western Europe towards Asia, a revision in US defence thinking and the economic crisis have created a new situation to which the European Union (EU) and its Member States need to respond. The strong message from this report is that the pressures on European defence are changing radically with reduced budgets and a United States that will look increasingly to the Asia Pacific region. Europe can keep America's engagement by stepping up to the mark itself. European military expenditure is not the only issue; it is also the effectiveness of that spend. By better coordination of forces and most of all by ensuring that forces are capable of, and willing to, deploy Europe can achieve this now. It is also essential that the EU's Member States engage in a profound debate about the circumstances under which they would be prepared to use force. With 21 members of both the EU and NATO, what is good for the EU is good for NATO and Europe as a whole. This is an area where the UK and France should lead efforts to strengthen European defence capabilities. [Report summary]
