The effects of the 2003 European heat wave have highlighted the need for society to prepare itself for and cope more effectively with heat waves. This is particularly important in the context of predicted climate change and the likelihood of more frequent extreme climate events; to date, heat as a natural hazard has been largely ignored. In order to develop better coping strategies, this report explores the factors that shape the social impacts of heat waves, and sets out a programme of research to address the considerable knowledge gaps in this area. Heat waves, or periods of anomalous warmth, do not affect everyone; it is the vulnerable individuals or sectors of society who will most experience their effects. the main factors of vulnerability are being elderly, living alone, having a pre-existing disease, being immobile or suffering from mental illness and being economically disadvantaged. The synergistic effects of such factors may prove fatal for some. heave waves have discernible impacts on society including a rise in mortality, an increased strain on infrastructure (power, water and transport) and a possible rise in social disturbance. Wider impacts may include effects on the retail industry, ecosystem services and tourism. Adapting to more frequent heat waves should include soft engineering options and, where possible, avoid the widespread use of air conditioning which could prove unsustainable in energy terms. Strategies for coping with heat include changing the way in which urban areas are developed or redeveloped, and setting up heat watch warning systems based around weather and seasonal climate forecasting and intervention strategies. Although heat waves have discernible effects of society, much remains unknown about their wider social impacts, diffuse health issues and how to manage them.

Across the United States, impacts of climate change are already evident. Heat waves have become more frequent and intense, cold extremes have become less frequent, and patterns of rainfall are likely changing. The proportion of precipitation that falls as rain rather than snow has increased across the western United States and Arctic sea ice has been reduced significantly. Sea level has been rising faster than at any time in recent history, threatening the natural and built environments on the coasts. Even if emissions of greenhouse gases were substantially reduced now, climate change and its resulting impacts would continue for some time to come. To date, decisions related to the management and protection of the nation's people, resources, and infrastructure have been based on records in the recent past, when climate was relatively stable. Adapting to the Impacts of Climate Change, part of the congressionally requested America's Climate Choices suite of studies, calls for a new paradigm-one that considers a range of possible future climate conditions and impacts that may be well outside the realm of past experience. Adaptation requires actions from many decision makers in federal, state, tribal, and local governments; the private sector; non-governmental organizations; and community groups. However, current efforts are hampered by a lack of solid information about the benefits, costs, and effectiveness of various adaptation options; climate information on regional and local scales; and a lack of coordination. Adapting to the Impacts of Climate Change calls for a national adaptation strategy that provides needed technical and scientific resources, incentives to begin adaptation planning, guidance across jurisdictions, shared lessons learned, and support of scientific research to expand knowledge of impacts and adaptation.

The overwhelming scientific consensus is that the earth is warming because of human activities. Adaptation will be necessary even if mitigation efforts are markedly increased, because we are already locked in to climate change as a result of historic greenhouse gas emissions. Projections show that it is likely that global average temperatures will rise by 2 degrees C, and there is the potential for a 4 degree C rise by the end of the century. UK projections suggest warmer, drier summers and warmer wetter winters. The consequences are likely to be profound, even devastating with more extreme events - floods, drought and heat waves - coupled with sea level rises. Policies and practice on water management, coast protection, and nature conservation will need to change. This report explores how institutions should adapt their policies to a changing climate and offers a ten point check list to be followed by all organisations. The Commission found many institutions are poorly prepared to adapt to climate change and many have simply not started to consider it. The Commission makes recommendations designed to help institutions develop their capacity to respond to this challenge. In contrast to climate change mitigation (where local actions have global benefits), adaptation is primarily about local action with local consequences that may differ markedly in different parts of the UK.

This report focuses on the risks of climate change to development in Sub-Saharan Africa, South East Asia and South Asia. Building on the 2012 report, Turn Down the Heat: Why a 4°C Warmer World Must be Avoided, this new scientific analysis examines the likely impacts of present day, 2°C and 4°C warming on agricultural production, water resources, and coastal vulnerability. It finds many significant climate and development impacts are already being felt in some regions, and that as warming increases from present day (0.8°C) to 2°C and 4°C, multiple threats of increasing extreme heat waves, sea-level rise, more severe storms, droughts and floods are expected to have further severe negative implications for the poorest and most vulnerable. The report finds that agricultural yields will be affected across the three regions, with repercussions for food security, economic growth, and poverty reduction. In addition, urban areas have been identified as new clusters of vulnerability with urban dwellers, particularly the urban poor, facing significant vulnerability to climate change. In Sub-Saharan Africa, under 3°C global warming, savannas are projected to decrease from their current levels to approximately one-seventh of total land area and threaten pastoral livelihoods. Under 4°C warming, total hyper-arid and arid areas are projected to expand by 10 percent. In South East Asia, under 2°C warming, heat extremes that are virtually absent today would cover nearly 60-70 percent of total land area in northern-hemisphere summer, adversely impacting ecosystems. Under 4°C warming, rural populations would face mounting pressures from sea-level rise, increased tropical cyclone intensity, storm surges, saltwater intrusions, and loss of marine ecosystem services. In South Asia, the potential sudden onset of disturbances to the monsoon system and rising peak temperatures would put water and food resources at severe risk. Well before 2°C warming occurs, substantial reductions in the frequency of low snow years is projected to cause substantial reductions in dry season flow, threatening agriculture. Many of the worst climate impacts could still be avoided by holding warming below 2°C, but the window for action is closing rapidly. Urgent action is also needed to build resilience to a rapidly warming world that will pose significant risks to agriculture, water resources, coastal infrastructure, and human health.
