This book proposes the alternative explanation on the pattern of ethnic conflict, especially the on-going civil war in Myanmar. Previously, most scholars accepted that narcotics play the crucial role in conflict as the resource of revenues. However, this book dramatically changes what we have ever thought before. It investigated in both field and documentary research by examining the role of narcotics in the ideological formation process and ethnic identification process. Consequently, the so-called ethno-narcotic politics was found in the way that the role of narcotics was able to be used as the source of political mobilization in various ways. Furthermore, the borderland is the appropriated area where the process of anti-ethno-narcotics identification could be emerged and later used as the main identity for the ethnic groups who remain fighting against state’s power.

In 2016 the Asian Infrastructure Investment Bank (AIIB) opened its doors as China's first major foray in creating and leading an international organization with global membership. All major donor countries joined, with the exception of the United States and Japan. Today the AIIB is a medium-sized multilateral development bank (MDB) with a global membership second only to that of the World Bank. This book explains the complexity of the AIIB: a liberal international organization designed by a group of state and MDB experts to reflect the existing norms and rules of development banking while, at the same time, it is the creation of an illiberal state that interacts with the existing order in ways that often contradict those norms and rules. Gutner argues that the AIIB is largely cut from the same cloth as other MDBs and faces similar challenges and criticism. However, a growing contradiction between conflicting Chinese institutional strategies risks turning the AIIB into the Potemkin village of China's international development and regional governance strategies—a showcase of actions that follow global norms of development banking, within a larger landscape of institutions that do not. The book advances our understanding of how institutional diffusion takes place in the system of MDBs and is a reminder of the importance of a nuanced approach to understanding China's institutional strategies.

This report discusses the estimated $1 trillion annual global infrastructure gap and provides recommendations on how U.S. agencies and multilateral development banks can better incentivize private-sector investment in global infrastructure. While many private companies are looking to support infrastructure projects with readily available capital, they have not found a viable project pipeline. The study first provides background on the global infrastructure gap and explores the current state of play of the various public, private, and multilateral actors who work on infrastructure projects in the United States and globally. It then discusses three important areas of needed reform: project preparation, product innovation, and foreign government capacity building. It concludes with targeted recommendations for the multilateral development banks and U.S. agencies that work on infrastructure, with a focus on creating an expanded pipeline of projects that are bankable for the private sector. The study also presents two case studies of World Bank-funded infrastructure projects in Mali and Cape Verde to illuminate the challenges related to financing and implementing infrastructure that are discussed in the broader report.
