The 2023 2nd International Conference on Art Design and Digital Technology (ADDT 2023) was successfully held on September 15-17, 2023 in Xi'an, China. ADDT 2023 created a forum for idea sharing and research exchange, opened up new perspectives in related fields and broadened the horizons of all participants. In the conference, 100 individuals around the world took part in the conference. Divided into three parts, the conference agenda covered keynote speeches, oral presentations and online Q&A discussion. Firstly, the keynote speakers were each allocated 30-45 minutes to address their speeches. Then in the oral presentations, the excellent papers we had selected were presented by their authors one by one. We are glad to share with you that we’ve selected a bunch of high-quality papers from the submissions and compiled them into the proceedings after rigorously reviewing them. These papers feature but are not limited to the following topics: Computer Art, Visual Design, Digital Media, Innovative Technology, etc. All the papers have been checked through rigorous review and processes to meet the requirements of publication. We would like to acknowledge all of those who supported ADDT 2023 and made it a great success. In particular, we would like to thank the European Alliance for Innovation (EAI), for the hard work of all its colleagues in publishing this paper volume. We sincerely hope that the ADDT 2023 turned out to be a forum for excellent discussions that enable new ideas to come about, promoting collaborative research.

Not only solutions to the above problems are becoming more critical, but they are also needed fast. Timely and effective solutions are called for so that we can recover from the pandemic while at the same time carry our efforts to better our world. It is no longer sufficient to find solutions that can only delay the negative impacts from the above problems, but it is imperative to tip the balance and reverse the impacts to our advantage. Engineers and engineering have a vital role in inventing mechanisms, systems, and/or products that can address the solutions. Digital technologies and artificial intelligence have been at the forefront of such exploration and we can expect some hints for a better future, if we continue being adaptive, resilient, and collaborative. Given the above background, Faculty of Engineering - Universitas Surabaya, will host the fourth bi-annual international conference “The 4th International Conference on Informatics, Technology and Engineering 2023 (InCITE 2023)” in Yogyakarta, Indonesia, September 14th–15th, 2023. This event is a continuation of the past events successfully held in 2017, 2019, and 2021. We invite academia and business practitioners all around the globe to share ideas and best practices relevant to the above conference topic. We hope that this event can also serve as a platform of gathering for anyone interested in exploring potential solutions of our common problems today. Women from Chuuk, Federated States of Micronesia, who migrate to Guam, a U.S. territory, suffer disproportionately poor reproductive health outcomes. Though their access to the United States is unusually easy, through a unique migration agreement, it keeps them in a perpetual liminal state as nonimmigrants, who never fully belong as part of the United States Chuukese women move to Guam, sometimes with their families but sometimes alone, in search of a better life: for jobs, for the education system, or to access safe health care. Yet, the imperial system they encounter creates underlying conditions that greatly and disproportionately impact their ability to succeed and thrive, negatively impacting their reproductive health. Through clinical and community ethnography, Sarah A. Smith illuminates the way this system stratifies women’s reproduction at structural, social, and individual levels. Readers can visualize how U.S. imperialist policies of benign neglect control the body politic, change the social body, and render individual bodies vulnerable in the twenty-first century but also how people resist.
