The call for administrative and even political decentralization has been a traditional demand of the Lebanese since the early years of independence. Decentralization as one of many schemes that have been proposed to solve administrative inefficiency in Lebanon, as well as, certain aspects of the political crisis. Proposals for settling the dispute reveals increased emphasis on administrative decentralization as a means of attaining mentioned goals plus creating trust within a highly heterogeneous society. This stress raises questions about the effectiveness of administrative decentralization in ensuring such goals in general and in Lebanon in particular. To answer this and other relevant questions, this study will examine administrative decentralization in Lebanon as exercised by Municipalities and the Union of Municipalities. Due to the absence of literature on this topic, the study will employ field work. Interviews with people concerned, will be conducted to update information on various problems that concern administrative decentralization in Lebanon. This field research is conducted into the unions of Municipalities in Lebanon, which will serve as a case study examining the unions as alternatives to the separate municipal entities still dominant in Lebanon. There are many obstacles to an effective decentralized system in Lebanon. All attempts in this direction have failed for a number of reasons, which include restrictiveness of the geographical framework within local communities. They also include limited financial potential within the local communities, the lack of equipment, material and human resource, and the local and family disputes as well as party and confessional divisions, also the absence of municipal elections for 32 years, has left an impact on municipal political participation. In conclusion administrative decentralization has neither been properly envisaged nor implemented. Many proposals and recommendations in order to achieve the needed reforms have been presented, but the state has been reluctant so far in adopting relevant measures. Achieving expanded administrative decentralization requires that the principle of people's participation be applied and of central importance is the financial independence of local institution as well as qualified people as members of municipal councils. Efficient administrative decentralization also requires relevant research studies, as well as the creation of unions of municipalities which constitutes a practical solution to the financial, educational, administrative and participatory problems from which local administrative units suffer currently.

It is possible to give a concrete meaning to the usually vague concept of decentralization by examining four core components. First, at the crux of decentralization is a downward shift in decision-making power. Administrative decentralization entails shifts internal to the institution. Political decentralization shifts authority to external forces such as community boards. These two strategies are not mutually exclusive. Second, studies of bureaucracies demonstrate that decentralization is compatible with strong leaders provided that leadership is exercised at lower levels in the administrative hierarchy. Third, decentralization requires the rejection of existing reward structures in favor of a system of incentives that establishes meaningful connections between professional conduct and rewards. Fourth, it is important to design a division of responsibility for ends and means among the district and schools that diminishes the role of explicit rules. Most school districts reflect few of these four principles, and their efforts and decentralization are often marginalized and incomplete. Experiences to date with site-based management, the most common attempt at decentralization, demonstrate the difficulty in producing authentic decentralization. (Contains 51 references.) (TEJ)

This dissertation addresses the question of how national and subnational governments interact to influence subnational performance in the context of administrative decentralization occurring both as deconcentration (through field units) and devolution (to subnational governments). Three empirical studies set in Colombia compose the dissertation. The first study uses data covering 33 subnational units through 2004-2013. It assesses the indirect contribution of the national government to locally managed education provision via a national agency, the Instituto Colombiano de Bienestar Familiar (ICBF), that administers child protection services and operates through field units across the country. The stock of financial resources allocated to ICBF's regional divisions assess deconcentrated national capacity. I find a positive effect of national deconcentrated capacity on subnational education provision measured as quantity of outputs and effectiveness. Moreover, under policy overlap, this contribution diminishes when subnational capacity increases.Using a human-resource approach, the second chapter assesses the contribution of both levels of government as relative workforce size and staff's educational attainment in a more granulated panel data set consisting of ICBF 160 field units during 2007-2013. This study finds evidence of the relationship between local human assets and service provision. However, ICBF's human resources only influence education provision at the lowest levels of the distribution of local human resources. The third chapter explores how local chief executives (municipal mayors) perceive the interaction between local and national governments on the ground. A vignette experiment with sitting mayors in the context of Venezuelan migration explores preferences for autonomy vis-a-vis upper levels of government. Results reveal mayors are more likely to prefer autonomy for implementing, but not for formulating, more visible projects, and projects that serve populations more salient to their constituents.Overall, this dissertation provides the theoretical rationale and empirical evidence to establish service provision on the ground as a distinct mechanism for national influence on local performance. Moreover, these findings imply that, in the process of decentralizing service provision, national governments should be aware of the effect of local capacity building and political incentives on local performance.

During the past two decades, a silent revolution in public sector governance has swept across the globe aiming to move decisionmaking for local public services closer to the people. The countries embracing and adapting to this silent revolution have had diverse motives and followed even more diverse approaches. Shah and Thompson attempt to present a stylized view of the motivations and approaches used to strengthen local governance.The quest for the right balance - that is, appropriate division of powers among different levels of government - is not always the primary reason for decentralizing. There is evidence that the decentralization decision may have more to do with short-term political considerations than the long-run benefits of decentralization. To take stock of progress worldwide, the authors take a comparative look at developments in political, fiscal, and administrative decentralization for a selected group of countries. Most of the decentralization literature deals with normative issues regarding the assignment of responsibilities among different levels of government and the design of fiscal transfers. The process of decentralization has not received the attention it deserves as the best laid plans can fail due to implementation difficulties. The authors revisit major controversies regarding preferred approaches to obtaining a successful outcome. Key approaches examined are big push versus small steps, bottom up versus top down, and uniform versus asymmetric decentralization.Finally, the authors evaluate Indonesia's 1999 quot;big bangquot; decentralization program. The program should be commended for its achievements over a short period of time. However, incentives are lacking for local governments to be accountable and responsive to their residents.This paper - a product of the Poverty Reduction and Economic Management Division, World Bank Institute - is part of a larger effort in the institute to disseminate ideas in strengthening responsive, responsible, and accountable public governance.
