Managing the commons—natural resources held in common by particular communities—is a complex challenge. How have Asian societies handled resources of this sort in the face of increasing marketization and quickly growing demand for resources? And how have resource management regimes changed over time, with state formation, modernization, development, and globalization? Community, Commons and Natural Resource Management in Asia brings clarity, detail, and historical understanding to these questions across a variety of Asian societies and ecological settings. Case studies drawn from Japan, Korea, Thailand, India, and Bhutan examine fisheries, forests, and other environmental resources held in common. There is a tendency to imagine that traditional communities had socially equitable and environmentally friendly systems for managing the commons, but natural resources in Asia were often under free-access regimes. Resource management developed in response to social and economic pressures, and the state has been at various times both a beneficial and a negative influence on the development of community-level systems of managing the commons. The chapters in this volume show that a simple modernist framework cannot adequately capture this process, and the institutional changes it involved.

In 17th-century intellectual life, the ideas of the Renaissance humanist Justus Lipsius (1547–1606) were omnipresent. The publication of his Politica in 1589 had made Lipsius' name as an original and controversial political thinker. The sequel, the Monita et exempla politica (Political admonitions and examples), published in 1605, was meant as an illustration of Lipsius political thought as expounded in the Politica. Its aim was to offer concrete models of behavior for rulers against the background of Habsburg politics. Lipsius' later political treatise also forms an indispensable key to interpret the place and function of the Politica in Lipsius’ political discourse and in early modern political thought. The Political admonitions and examples – widely read, edited, and translated in the 17th and 18th centuries – show Lipsius’ pivotal role in the genesis of modern political philosophy.

As a matter of fact, the people had become more powerful than their rulers. It was, therefore, their turn to rule; their turn to become the source of law; their turn to impose their absolute will; their turn to define treason, and to inflict death as a punishment. THE TRANSFER OF POWER TO THE PEOPLE The fact of this reversal of positions is not, however, so significant for the welfaret of the community as it may at first appear. The substance of the State was not essentially altered by a mere change of masters. - Supreme power, which had previously been exclusively in the hands of monarchs, aided by their counselors, was, indeed, transferred to the hands of the people, or of those who were supposed to represent them; but the change was far less a transformation of the State than a mere alteration in the control of its power to exact obedience. Call the roll of the persons who, after the Revolution in France, became the chief depositories of power, and ask the question, In what sense was its exercise ameliorated? and you are immediately impressed by the fact that authority, in any defensible sense, had made no substantial progress in defining its essential nature, as distinguished from mere power to compel obedience. The populace of Paris; Brissot, with his policy of a universal war on kings; Danton, and the massacres of the nobility by the Commune; Robespierre, and the culte de la Raison; the impersonal reign of War and Famine in the midst of universal terror; the Directory; the Consulate; Napoleon Bonaparte?liberator, emperor, and conqueror of Europe?were these less tyrannical than the King they ..
