In September 2010, James G. Pierce, a retired U.S. Army colonel with the Strategic Studies Institute at the U.S. Army War College in Carlisle Barracks, Pennsylvania, published a study on Army organizational culture. Pierce postulated that "the ability of a professional organization to develop future leaders in a manner that perpetuates readiness to cope with future environmental and internal uncertainty depends on organizational culture." He found that today's U.S. Army leadership "may be inadequately prepared to lead the profession toward future success." The need to prepare for future success dovetails with the use of the concepts of mission command. This book offers up a set of recommendations, based on those mission command concepts, for adopting a superior command culture through education and training. Donald E. Vandergriff believes by implementing these recommendations across the Army, that other necessary and long-awaited reforms will take place.

While the US Army has ostensibly embraced mission command doctrine, it has failed to live up to many of its central tenets. It unevenly practices mission command and has been unable to fully institutionalize its principles. Mission command, like its Prussian-German predecessor Auftragstaktik, is a cultural phenomenon that requires a very specific set of characteristics to function effectively. There are noticeable cultural barriers that are prohibiting the full adoption of mission command in the US Army. A breathless, decade-long pace of operations superimposed with environmental pressures, constrained budgets and resources, dramatic reductions in force structure and personnel, and major social and technological changes are affecting the organizational culture of the US Army. Internal organizational tensions stemming from competing value systems also threaten the institutionalization of a culture of mission command. The decentralized system of organizational control employed in Iraq and Afghanistan is fundamentally at odds with peacetime procedural control that favors more centralized control and less risk. Likewise, the development and implementation of high-end information technology creates a paradox for mission command. Auftragstaktik, loosely translated as 'mission tactics' or 'mission orders', came into mainstream military lexicon after World War II to describe a uniquely German decentralized-style of command. The principles of Auftragstaktik have evolved logically and naturally since the conquests of the Prussian warrior-king, Fredrick the Great. Auftragstaktik channeled the aggressive posture and legendary discipline of the Prussian army. As the battlefield grew increasingly dense and complex, the Prussians responded by decentralizing authority and responsibility and allowing greater subordinate freedom of action. They placed heavy emphasis on initiative and empowerment to take full advantage of rapidly changing conditions. Auftragstaktik is not simply a doctrine, but a cultural phenomenon that requires a specific organizational culture. The cultural characteristics took many years to mature and congeal, but have led to a highly effective and adaptive military organization.

The purpose of the current thesis was to examine the adoption and adaptation process of mission command (Auftragstaktik) in modem military organizations. This concept denotes a system wherein superiors dictate their intent and allow subordinates to formulate their operational plans independently. The research first examined organizational theory's perspective on this system and then traced its origins in the historic Prussian-German army. Having established a yardstick for comparison, the research investigated the American, British and Israeli armies which have endeavoured to emulate the system. While all three have officially incorporated mission command into doctrine and training, they have been less successful in utilizing it in operational situations. It was found that the gap was due partially to ongoing transformations in military affairs such as the Revolution in Military Affairs (RMA) and the spread of low-intensity conflicts and operations other than war. A comparison between the three case-studies also demonstrated how different military cultures interpret, articulate and exercise mission command. -- The research focused on questions such as: Why was the adoption of mission command more successful in some cases? What variants of mission command have developed in the adaptation process? How does command and control technology impact mission command? What are the cultural factors that create the gap between doctrine and behaviour? What is the impact of mission command on a host culture? Having examined these questions, the thesis illustrated how military cultures affect the adoption of innovative but foreign concepts promising to increase operational capabilities.

Through command and control, commanders provide purpose and direction to integrate all military activities towards a common goal-mission accomplishment. Military operations are inherently human endeavors, characterized by violence and continuous adaptation by all participants. Successful execution requires Army forces to make and implement effective decisions faster than enemy forces. Therefore, the Army has adopted mission command as its approach to command and control that empowers subordinate decision making and decentralized execution appropriate to the situation.
