The policy of the World Bank has been to focus on universal primary education, rather than supporting adult literacy programmes. But slow progress in Sub-Saharan Africa has convinced the Bank that adult literacy, especially amongst women, is a key factor in promoting economic and social development. This study of programmes in Uganda shows that adult literacy programmes can be more effective than was previously thought; that government run programmes can be as effective as those run by non-governmental organisations and that there is a large, unsatisfied demand among Ugandan adults for more education.

This guide describes a model for a community-based literacy program for older adults that uses older adults as tutors. Guidelines are provided to program sponsors for implementing literacy education for older adults. Chapter I provides an overview of the problem of illiterate older adults and literacy education for them. Chapter II addresses the planning of a literacy program for older adults, including special planning concerns, the planning committee, outreach strategies, and program promotion and publicity. Chapter III focuses on direct-service management issues--tutor and peer support recruitment, volunteer training, and older student recruitment. Strategies for success are presented in Chapter IV. They include matching students and tutors, choosing a site, providing support, recognition, and program evaluation. Chapter V provides results of an in-depth study of 27 sites that participated in Project LEEP (Literacy Education for the Elderly). Chapter VI describes LEEP programs in five communities. Chapter VII is an annotated listing of organizations that can be useful to anyone interested in developing literacy programs for older adults. It is divided into sections on training and technical assistance, coordination and support, funding and resource development, and clearinghouse/information and referral. Leaders in business and industry are demanding workers who not only can read and write but can think creatively and critically and solve problems. Federal- and state-funded programs and volunteer organizations are involved with adult literacy. Increasingly, corporations are funding adult literacy projects. Adults read for different reasons than they did when in school. Their reading relates to work-related tasks; they read to keep up with current events or for their own enjoyment. A first goal of an adult literacy program should be to enhance the self-esteem and self-concept of low-literate adults. Appropriate instructional strategies are the language experience approach; cooperative learning; dialogue journals; books on tape; tutor as a model for oral reading; cloze procedure; graphic organizers; Know, Want to Know, Learned; and computers. Effective assessment methods are standardized and competency tests, checklists, and portfolios. Programs that show the diversity of adult literacy programs in the United States are intergenerational adult literacy projects; Project: Learn, a literature-based adult literacy program; Siskiyou County READ (Reading, Education, and Development) Project, a rural adult literacy effort; workplace literacy programs; Project Literacy United States; and volunteer efforts. The Office of Technology Assessment reviewed the nation's literacy problem and the current and potential impact of using technologies in adult literacy programs. Data were collected from 2 workshops, 155 contributors and reviewers, 60 existing literacy programs, and 6 contractor reports. The information is summarized in this eight-chapter report. Chapter 1 is a summary and outline of policy issues and options. Chapter 2 examines the changing nature of literacy, the demographics of adult literacy, and the need for literacy education. The special needs of adult learners and the role of technology in meeting them is discussed in Chapter 3. Chapters 4 and 5 describe the existing system of literacy education and the federal role in it. Promising roles for technology in improving literacy education are outlined in Chapter 6. Chapter 7 deals with access/barriers to technology use in existing literacy programs, and Chapter 8 assesses the future role of technology in literacy education.
