This volume is a compendium of papers presented during the second TRlennal Symposium on Transportation ANalysis (TRISTAN II) that took place in Capri, Italy on June 23-28, 1994. The Symposium was organized by the Progetto Finalizzato Trasporti and the Istituto di Analisi dei Sistemi ed Informatica of the Italian National Research Council jointly with the Italian Operations Research Society. The purpose of this kind of meetings is to periodically allow an exchange of views and findings by scientists in the field of transportation analysis methods and tools. Therefore, the papers presented dealt with a wide range of topics and cover the different aspects of transportation analysis. The material contained in this book gives particular emphasis to the development of mathematical modelling and algorithms. This development is due to the evolution of digital computers and the continuous increase of the computing power. In fact the need of solving large scale problems (crew scheduling, network traffic control, pollution monitoring and control,. etc ... ) involves in some case, thousands of variables and therefore sophisticated mathematical models and computational algorithms.

Aristotle Transportation systems consist not only of the physical and organizational e- ments that interact with each other to produce transportation opportunities, but also of the demand that takes advantage of such opportunities to travel from one place to another. This travel demand, in turn, is the result of interactions among the v- ious economic and social activities located in a given area. Mathematical models of transportation systems represent, for a real or hypothetical transportation s- tem, the demand ?ows, the functioning of the physical and organizational elements, the interactions between them, and their effects on the external world. Mathematical models and the methods involved in their application to real, large-scale systems are thus fundamental tools for evaluating and/or designing actions affecting the ph- ical elements (e. g. , a new railway) and/or organizational components (e. g. , a new timetable) of transportation systems. This book discusses the mathematical models that are used to analyze transpor- tion systems, presenting them as the result of a limited number of general assu- tions (theory). It also deals with the methods needed to make these models ope- tional, and with their application to transportation system project design and eva- ation. This ?eld of knowledge is known as transportation systems engineering.

Every one relies on some kind of transportation system nearly every day. Go ing to work, shopping, dropping children at school and many other cultural or social activities imply leaving home, and using some form of transportation, which we expect tobe eflicient and reliable. Of course, efliciency and reliabil ity do not occur by chance, but require careful and often relatively complex planning by transportation system managers, both in the public and private sectors. It has long been recognized that mathematics, and, more specifically, op erations research is an important tool of this planning process. However, the range of skills required to cover both fields, even partially, is very large, and the opportunities to gather people with this very diverse expertise are too few. The organization of the NATO Advanced Studies Institute on "Opera tions Research and Decision Aid Methodologies in Traflic and Transportation Management" in March 1997 in Balatonfüred, Hungary, was therefore more than welcome and the group of people that gathered for a very studious two weeks on the shores of the beautiful lake Balaton did really enjoy the truly multidisciplinary and high scientific level of the meeting. The purpose of the present volume is to report, in a chronological order, the various questions that were considered by the lecturers and the' students at the institute. After a general introduction to the topic, the first week focused on issues related to traflic modeling, mostly in an urban context.

Throughout the world, the use of some kind of a formal transportation project evaluation procedure is a requirement. Yet, by and large, these are partial; in fact, much weight is often placed on the initial -pre-engineering -phases of the planning process, when vital information, such as accurate costs and demand projections, is largely missing. Moreover, many of these procedures neglect to consider key issues such as project’s risks, capital costs financing, latent demand, market imperfections, labor force availability and various incompatibilities between trip rates, travel times and activity location. As a result, projects, which are judged as viable under such deficient evaluation schemes, may have had a significantly different projection of capital costs and demand should a well-founded, thorough, and efficient evaluation process be used. Against this background, this book’s main objective is to construct a comprehensive and methodical economic, planning and decision-making framework for the evaluation of proposed transportation infrastructure investment projects. Such a framework is founded on four key principles.
