With the increasing penetration of distribution connected photovoltaic (PV) systems, more and more PV developers and utilities are interested in easing future PV interconnection concerns by mitigating some of the impacts of PV integration using advanced PV inverter controls and functions. This paper describes the testing of a 500 kW PV inverter using Power Hardware-in-Loop (PHIL) testing techniques. The test setup is described and the results from testing the inverter in advanced functionality modes, not commonly used in currently interconnected PV systems, are presented. PV inverter operation under PHIL evaluation that emulated both the DC PV array connection and the AC distribution level grid connection are shown for constant power factor (PF) and constant reactive power (VAr) control modes. The evaluation of these modes was completed under varying degrees of modeled PV variability.

Penetration of solar photovoltaic (PV) installations into the grid has increased in recent years. In the past, photovoltaic installations have not included grid-support functionality. Grid support functions including Volt-VAR (VVAR), Frequency-Watt (FW), Volt-Watt (VW), frequency/voltage-ride through, as well as other inverter functions such as anti-islanding are recommended by standards such as IEEE 1547 to allow PV inverters to contribute to acceptable operation and stability of distribution systems with high penetrations of PV and to ensure predictable response of the PV inverters. First, low-level and high-level grid support inverter control functions were developed and tested in simulation. The developed controller is able to integrate advanced controller functions in a coordinated approach, avoiding any conflict between the different control objectives. The algorithms were then programmed on an off-the-shelf embedded controller that included a dual-core CPU and FPGA. The details of the high-level grid support function and the lower level switching control will be presented. Second, this programmed controller is tested using a controller-hardware-in-the-loop (CHIL) test bed setup using an FPGA-based real-time simulator. The CHIL setup has the capability to run at a 500 nano-second time-step to accommodate the 20 kHz switching frequency of the developed controller. The advanced control function and CHIL test bed details provided here will aide future researchers to design, implement, and test advanced inverter functions for PV inverters.

This report describes power hardware-in-the-loop simulation testing of a 500 kW Satcon photovoltaic inverter, conducted at the Center for Advanced Power Systems at Florida State University from March 12th through March 16th, 2012. Testing was led by a team from the National Renewable Energy Laboratory. The report reviews the results of data captured during the course of testing. The tests were used to demonstrate operation of and gather data from the inverter in a simulated operational environment. Testing demonstrated the ability of the inverter to operate in either a Power Factor Control Mode or a Reactive Power Command Mode, and to respond to real power limits.

The National Renewable Energy Laboratory (NREL) teamed with Southern California Edison (SCE), Clean Power Research (CPR), Quanta Technology (QT), and Electrical Distribution Design (EDD) to conduct a U.S. Department of Energy (DOE) and California Public Utility Commission (CPUC) California Solar Initiative (CSI)-funded research project investigating the impacts of integrating high-penetration levels of photovoltaics (PV) onto the California distribution grid. One topic researched in the context of high-penetration PV integration onto the distribution system is the ability of PV inverters to (1) detect islanding conditions (i.e., when the distribution system to which the PV inverter is connected becomes disconnected from the utility power connection) and (2) disconnect from the islanded system within the time specified in the performance specifications outlined in IEEE Standard 1547. This condition may cause damage to other connected equipment due to insufficient power quality (e.g., over-and under-voltages) and may also be a safety hazard to personnel that may be working on feeder sections to restore service. NREL teamed with the Florida State University (FSU) Center for Advanced Power Systems (CAPS) to investigate a new way of testing PV inverters for IEEE Standard 1547 unintentional islanding performance specifications using power hardware-in-loop (PHIL) laboratory testing techniques.
