"Mainstreaming Gender, Democratizing the State" reflects the commitment of the United Nations to promote mechanisms that aim to achieve equality between women and men. It identifies institutional mechanisms for the advancement of women including national machineries as one of twelve critical areas of concern. National machineries are the primary institutional mechanism entrusted with the implementation of the strategic objectives contained in the goals for equity set by the United Nations. The mandate of these national institutions has evolved from promoting women-specific projects to ensuring that equality concerns are integrated into all government legislation, policy, programs, and budgetary processes. National machineries face serious constraints in fulfilling their mandate including; inadequate financial and human resources, relatively powerless locations within government structures, and insufficient linkage with civil societies. This volume illustrates that the ability of UN-member states to subscribe to the agenda of equality between women and men has been significantly enhanced by the creation of these national-level institutions. National machineries for the advancement of women were initially conceived at the World Conference on the International Women's Year held in Mexico City in 1975 and since then have been considered systematically by world conferences on women in Copenhagen (1980), Nairobi (1985), and Beijing (1995), as well as the sessions of the Commission on the Status of Women. The twenty-third special session of the General Assembly in Beijing reiterated the significant role that national machineries play in promoting equality between women and men, gender mainstreaming, and monitoring of the implementation of the Beijing Platform for Action as well as the Convention on the Elimination of All Forms of Discrimination against Women. There has been a long-standing need for a volume to bring together discussions on theory and practice as well as comparative analysis and in-depth case studies of national machineries; this book responds to that need.

This paper examines trends in indicators of gender equality and women’s development, using evidence derived from individual indicators and gender equality indices. We extend both the United Nations Development Program’s Gender Development Index and Gender Inequality Index to examine time trends. In recent decades, the world has moved closer to gender equality and narrowed gaps in education, health, and economic and political opportunity; however, substantial differences remain, especially in South Asia, the Middle East, and sub-Saharan Africa. The results suggest countries can make meaningful improvements in gender equality, even while significant income differences between countries remain.

The first large-scale empirical analysis of the gender gap in science, showing how the structure of scientific labor and rewards—publications, citations, funding—systematically obstructs women’s career advancement. If current trends continue, women and men will be equally represented in the field of biology in 2069. In physics, math, and engineering, women should not expect to reach parity for more than a century. The gender gap in science and technology is narrowing, but at a decidedly unimpressive pace. And even if parity is achievable, what about equity? Equity for Women in Science, the first large-scale empirical analysis of the global gender gap in science, provides strong evidence that the structures of scientific production and reward impede women’s career advancement. To make their case, Cassidy R. Sugimoto and Vincent Larivière have conducted scientometric analyses using millions of published papers across disciplines. The data show that women are systematically denied the chief currencies of scientific credit: publications and citations. The rising tide of collaboration only exacerbates disparities, with women unlikely to land coveted leadership positions or gain access to global networks. The findings are unequivocal: when published, men are positioned as key contributors and women are relegated to low-visibility technical roles. The intersecting disparities in labor, reward, and resources contribute to cumulative disadvantages for the advancement of women in science. Alongside their eye-opening analyses, Sugimoto and Larivière offer solutions. The data themselves point the way, showing where existing institutions fall short. A fair and equitable research ecosystem is possible, but the scientific community must first disrupt its own pervasive patterns of gatekeeping.
