The Centers for Disease Control and Prevention (CDC) established the Strategic National Stockpile (SNS) with a focus on procuring and managing medical countermeasures (MCM) designed to address chemical, biological, radiological, and nuclear events and attacks by weapons of mass destruction. The stockpile is a repository of antibiotics, chemical antidotes, antitoxins, vaccines, antiviral drugs, and other medical materiel organized to respond to a spectrum of public health threats. Over time, the mission of the SNS has informally evolved to address other large-scale catastrophes, such as hurricanes or outbreaks of pandemic disease, and rare acute events, such as earthquakes or terror attacks. When disaster strikes, states can request deployment of SNS assets to augment resources available to state, local, tribal, or territorial public health agencies. CDC works with federal, state, and local health officials to identify and address their specific needs and, according to the stated mission of the SNS, ensure that the right resources reach the right place at the right time. On August 28, 2017, the National Academies of Sciences, Engineering, and Medicine convened a workshop to explore the current state of the global medical supply chain as it relates to SNS assets, and the role of communications in mitigating supply chain risks and in enhancing the resilience of MCM distribution efforts. This publication summarizes the presentations and discussions from the workshop.

Hundreds of millions of people are affected by disasters each year. Using grounded theory methodology, barriers were analyzed based on academic, organizational, and contemporary literature. Possible solutions to these barriers were selected from available supply chain management literature. This work is different from others in that it marries supply chain principles from different disciplines (including private, nonprofit, and military sectors) to benefit humanitarian operations. It also serves to advance the body of knowledge on this subject so that future logistics managers can build upon the concept. Resilient supply chains are crucial to maintaining the consistent delivery of goods and services to the American people. The modern economy has made supply chains more interconnected than ever, while also expanding both their range and fragility. In the third quarter of 2017, Hurricanes Harvey, Irma and Maria revealed some significant vulnerabilities in the national and regional supply chains of Texas, Florida, the U.S. Virgin Islands, and Puerto Rico. The broad impacts and quick succession of these three hurricanes also shed light on the effectiveness of the nation's disaster logistics efforts during response through recovery. Drawing on lessons learned during the 2017 hurricanes, this report explores future strategies to improve supply chain management in disaster situations. This report makes recommendations to strengthen the roles of continuity planning, partnerships between civic leaders with small businesses, and infrastructure investment to ensure that essential supply chains will remain operational in the next major disaster.
