Over the past quarter-century, northern Europe has been transformed. Formerly riven by Cold War divisions, today the region shows that market democracy can work, human rights and the rule of law can be respected, a positive outward vision of the world is still possible, and the transatlantic cooperation remains indispensable to tackle many challenged. Yet insecurities have yet again returned to northern Europe, and greater uncertainties also beset the High North, with its shared borders and special neighborhood. The Center for Transatlantic Relations has brought together strategists and experienced practitioners from many different countries to explore ways to advance U.S.-Nordic-Baltic security cooperation in light of changing security challenges facing the transatlantic community. Authors explore integrated approaches to preventive diplomacy and security, alternative NATO partnership architectures and energy security. They examine U.S-Nordic-Baltic cooperation on the Arctic and the High North. They suggest ways to strengthen U.S.- Nordic-Baltic defense cooperation and recommend more effective ways to realize a Europe whole, free, and at peace, particularly in light of Russia's continued provocations in central and northern Europe.

Abstract: All the Nordic and Baltic states are concerned about the deteriorating security situation in northern Europe. Most of all, military tensions in the Baltic region engender a collective threat perception vis-à-vis Russia. The pressure to respond is boosting a historically rooted security cooperation between the Nordic and Baltic states. A shifting of priorities is becoming apparent within the institutional cooperation, which is moving from a forum of exchange towards a shared framework of action. The countries involved are responding to traditional military threats and new security challenges with intensified and innovative cooperation. This problem-driven Nordic-Baltic security cooperation could also serve as a model for other regional formats, such as the Visegrád Group. (author's abstract)

Excerpt from Charting a Course: Strategic Choices for a New Administration: The new administration takes office in a time of great complexity. Our new President faces a national security environment shaped by strong currents: globalization; the proliferation of new, poor, and weak states, as well as nonstate actors; an enduring landscape of violent extremist organizations; slow economic growth; the rise of China and a revanchist Russia; a collapsing Middle East; and a domestic politics wracked by division and mistrust. While in absolute terms the Nation and the world are safer than in the last century, today the United States finds itself almost on a permanent war footing, engaged in military operations around the world. [...] No formal document describes a grand strategy for the United States, and indeed, many academics deny that one exists. Yet a close look at our history as a world power suggests that core interests and how we secure them have remained generally consistent over time. If grand strategy "rises above particular strategies intended to secure particular objectives," many decades of focusing on nuclear deterrence, power projection, alliances and partnerships, and military and economic strength probably constitute the underpinnings of a coherent grand strategy. How we employ and leverage these instruments of national power to protect, defend, and advance the national interest is, after all, the essence of grand strategy. In a dangerous world, these pillars have provided a strong foundation for national security. Hybrid conflicts are characterized by multi-layered efforts to undermine the functioning of the State or polarize society. This book presents results, recommendations and best practices from the NATO Advanced Research Workshop (ARW) "Critical Infrastructure Protection Against Hybrid Warfare Security Related Challenges", held in Stockholm, Sweden, in May 2016. The main objective of this workshop was to help and support NATO in the field of hybrid conflicts by developing a set of tools to deter and defend against adversaries mounting a hybrid offensive. The notion that neutrality is a phenomenon only relevant to the Cold War is false in many ways. The Cold War was about building blocks, neutrality about staying out of them. From 1975 until the end of the Cold War, neutral states offered mediation and good offices and fought against the stagnation of the détente policy especially in the framework of the CSCE. After the end of the Cold War, neutral states became active in peace-operations outside of military alliances. The concept of neutrality has proven time and again that it can adapt to new situations. In many ways, small neutral states have more room to maneuver than members of alliances or big powers. They have more acceptance and fewer geopolitical interests. Neutrality has been declared obsolete many times in its long and layered history., yet it has also made many comebacks in varying forms and contexts. Neutrality in the 21st century does not involve to staying out but engaging. In contrast to disengagement and staying out, engaged neutrality entails active participation in the international security policy in general and in international peace operations in particular. Engaged neutrality means involvement whenever possible and staying out only if necessary.
