In November 2018, National Academy of Sciences (NAS) President Marcia McNutt visited China for the first time in her official role. As part of this visit, the National Academies of Sciences, Engineering, and Medicine's Science and Technology for Sustainability (STS) program and the Chinese Academy of Sciences organized a one-day workshop relating to urban sustainability in Beijing. The goal of the visit was to begin to explore some areas where the U.S. National Academies and the Chinese Academy might develop collaboration. At the same time, the trip provided an opportunity to develop links to other parts of the science and technology community in China. To further elucidate some of these issues and build upon current partnerships, an expert committee under the STS program, in collaboration with the Chinese Academy of Sciences, organized a one-day public workshop on urban sustainability in China and the United States, held on December 16, 2019. The workshop focused on the intersection of urban climate change mitigation and adaptation, urban health, and sustainable transportation, including green infrastructure and urban flooding in both countries. This publication summarizes the presentations and discussions from the workshop.

In the last 30 years, China’s record economic growth lifted half a billion people out of poverty, with rapid urbanization providing abundant labor, cheap land, and good infrastructure. While China has avoided some of the common ills of urbanization, strains are showing as inefficient land development leads to urban sprawl and ghost towns, pollution threatens people’s health, and farmland and water resources are becoming scarce. With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

This book examines the sustainability transition theory in the context of urbanization in China, tracing the development of eco and low-carbon cities. It examines how ideas on building eco-cities and low-carbon cities travel from nation to nation, how they are adopted in the Chinese administrative context and what role inter-scalar actors play in getting the ideas transferred, translated and operationalized on the ground. Offering an overarching theoretical framework that incorporates all urban sustainability experiments in China, the book conducts a comprehensive analysis of the master plans of these new towns and summarizes the normative transition targets of sustainable urban experiments. It explores how they differ from each other and how they influence transition dynamics in practice. By examining four eco and low-carbon new towns deemed representative of current major approaches to sustainability transition management in China, the book provides a detailed depiction of generic transition management and explains the different transitional trajectories for each type of sustainable urban experiment. It demonstrates how subnational-level and city-level transitions mediate the national transition. Studies of compact cities have evolved along with the rising awareness of climate change and sustainable development. Relevant debates, however, reveal that the prevailing definitions and practices of compact cities are tied primarily to traditional Western urban forms. This book reinterprets "compact city", and develops a ground-breaking discourse of "Vertical Urbanism", a concept that has never been critically articulated. It emphasizes "Vertical Urbanism" as a dynamic design strategy instead of a static form, distinguishing it from the stereotyped concept of "vertical city" or "towers in the park" dominant in China and elsewhere, and suggests its adaptability to different geographic and cultural contexts. Using Chinese cities as laboratories of investigation, this book explores the design, ecological, and sociocultural dimensions of building compact cities, and addresses important global urban issues through localized design solutions, such as the relationship between density and vitality, the integration of horizontal and vertical dimensions of design, and the ecological and social adaptability of combinatory mega-forms. The book Towards Socially Integrative Cities deals with the transition towards urban sustainability through socially integrative cities in Europe and China. It shares the impactful original research results of an EU-funded R&I project involving eight European and six Chinese partners (TRANS-URBAN-EU-CHINA; see www.transurbaneuchina.eu). Three each of the six editors come from European and Chinese universities and research institutions. The first articles (No. 1–4) provide an overview and insights into the conceptual basis of the book. The socially integrative city is framed by discussions in academia and practice, and it is defined in a comprehensive way as an element of urban sustainability. Sustainability transitions in China are linked to international discussions and the challenges are articulated. Moreover, the discussions touch on the strengths and weaknesses related to managing urban growth and the rapid expansion of cities. Land development tools are discussed with regard to the opportunities they offer for creating socially integrative cities. A second set of articles (No. 5–9) focus on socially integrative urban regeneration of cities. After an overview of policies and strategies in Europe and China, detailed aspects are discussed, such as community building through public engagement, challenges of place-making, and the role of education and life-long learning. Finally, a manuscript on heritage preservation and its impact on social integration in urban regeneration concludes this section. A third set of articles (No. 10–13) look into issues of the transformation of cities and sustainability transitions. Transformation is understood as a complex set of interactions. The development of tools, such as community platforms for information and dialogue transfer, are discussed as an instrument to facilitate transition processes. The transformative capacity of cities in Europe and China is discussed in an article that looks into possibilities to narrow the gaps between urban planning and development. Smart and eco-cities in Europe and China are taken as an empirical base. Advanced methods, such as the Social Cost–Benefit Analysis, may support social integration. Finally, an example of how the use of multiple data sources can speed up the digital transition in cities and provide decision support for social integration is presented. The final set of articles (No. 14 and 15) deal with questions of replicability of experiences and the role of concrete urban experiments in so-called Urban Living Laboratories. Methods to explore the replication potential of urban solutions for socially integrative cities are discussed. Finally, the potential of urban living laboratories for nurturing open urban innovation in Chinese cities is scrutinized. Several examples are discussed, and conclusions regarding the enhancement of social integration in cities are drawn. The scope of this book is to map China’s city clusters and their individual directions for the national-level strategies in line with the 2060 carbon neutrality plan. Since China announced the carbon neutrality plan in autumn 2020, no study has looked at the role of city clusters in achieving this long-term plan. Hence, this study is believed to be the first attempt to explore this important topic from the city cluster perspective. It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of China’s historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, China’s city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban–rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban–rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with China’s sustainable development and carbon neutrality directions. Hence, the book covers these points holistically, ensuring that regional planning and development are favored in the face of uneven urbanization trends. We anticipate this book to be a valuable resource for local governments and authorities, urban planners and practitioners, developers, and urban researchers. While the focus is on China’s city clusters, we believe there are similar examples elsewhere. Hence, lessons learnt from this book could apply to other countries, regions, and subregions. Lastly, the book aims to put regional sustainable development at the heart of longer-term strategies and plans, such as the case of China’s carbon neutrality plan.
