Global cities today are facing fundamental challenges in relation to unaffordable housing and growing economic inequality. Singapore’s success in making homeownership possible for 90% of its population has attracted much attention internationally. This book represents a culmination of research by the author on key housing policy innovations for affordable housing. Housing policy changes were effected in the 1960s through reforms of colonial legislation and institutions dealing with state land acquisition, public housing, and provident fund savings. The comprehensive housing framework that was established enabled the massive resettlement of households from shophouses, slums and villages to high-rise government-built flats. In the 1980s and 1990s, housing market and land use regulations were amended in response to the changing needs of a growing economy. Housing policies have also been utilised to curb housing speculation, build racially inclusive communities, and reduce wealth inequality. More recently, an ageing population of homeowners has necessitated focus on policies for housing equity extraction. This landmark title is of relevance to all developing economies exploring alternative systems of affordable housing.

An increasing number of people are unable to buy or rent a home. This is the result of both a rise in property prices and an increase in the number of households, whilst there are fewer subsidised affordable homes being built than there were 10 years ago. There were three main types of solution suggested to the Committee: promote a major private house building programme; build more houses of all tenures; develop an effective regional policy to disperse demand to less pressured areas. The Government is planning to increase funding for affordable by 4.2% between 2002 and 2006 and it also intends to encourage local authorities to increase planning gain contributions from developers. However it has to be stressed that one of the causes for excessive demand in certain areas is the failure of successive regional policies and so more needs to be done to stimulate demand in northern and midland towns and cities.

First published in 1998, this book addresses a central issue in housing: that of ‘need’ and how to meet it. Need refers either to individual household circumstances or to the aggregate requirement for new (social and market) housing. The book develops a new policy mechanism to address the present fragmented policy situation. The mechanism now used to allocate finance and new social housing numbers is complex and ineffective in terms of meeting needs. The book’s proposals are rooted in clear definitions of the key terms, especially that of housing need, which suffers from lack of any clear definition. The analysis is developed using a large database of survey information covering England and Wales. The proposed policy mechanism should be of great interest at a time when radical change to local government are being considered. The proposed mechanism would greatly increase value for money of public time and expenditure on (planning for) social housing.
