The defense debate tends to treat Afghanistan as either a revolution or a fluke: either the "Afghan Model" of special operations forces (SOF) plus precision munitions plus an indigenous ally is a widely applicable template for American defense planning, or it is a nonreplicable product of local idiosyncrasies. In fact, it is neither. The Afghan campaign of last fall and winter was actually much closer to a typical 20th century mid-intensity conflict, albeit one with unusually heavy fire support for one side. And this view has very different implications than either proponents or skeptics of the Afghan Model now claim. Afghan Model skeptics often point to Afghanistan's unusual culture of defection or the Taliban's poor skill or motivation as grounds for doubting the war's relevance to the future. Afghanistan's culture is certainly unusual, and there were many defections. The great bulk, however, occurred after the military tide had turned not before-hand. They were effects, not causes. The Afghan Taliban were surely unskilled and ill-motivated. The non-Afghan al Qaeda, however, have proven resolute and capable fighters. Their host's collapse was not attributable to any al Qaeda shortage of commitment or training. Afghan Model proponents, by contrast, credit precision weapons with annihilating enemies at a distance before they could close with our commandos or indigenous allies. Hence the model's broad utility: with SOF-directed bombs doing the real killing, even ragtag local militias will suffice as allies. All they need do is screen U.S. commandos from the occasional hostile survivor and occupy the abandoned ground thereafter. Yet the actual fighting in Afghanistan involved substantial close combat. Al Qaeda counterattackers closed, unseen, to pointblank range of friendly forces in battles at Highway 4 and Sayed Slim Kalay.

Many military analysts believe or fear that the wars of the 1990s will be akin to the wars in the former Yugoslavia: small-scale but long-lasting and recurrent ethnic wars that also elude easy international resolution. There are consequently well-founded concerns about prospects for deployment of U.S. forces there in a unilateral or U.N. capacity. Some of the lessons of this kind of war were already apparent in the wars of the 1980s. They were known then as low-intensity conflicts and now as operations other than, or short of, war. This report focuses mainly on lessons from one of the most crucial of these wars, i.e., in Afghanistan as a result of the Soviet invasion in 1979, and attempts to draw lessons that are relevant for current wars, like those in Yugoslavia or the ex-Soviet Union. The purpose is to stimulate analysis and reflection on the strategic and operational, if not also tactical nature of these wars by both analysts and policymakers so that all interested groups can more easily come to terms with a form of warfare that promises to be both deeply destructive and deeply rooted in longstanding political and social antagonisms that cannot be easily or quickly resolved. Naturally some of the lessons drawn from Afghanistan and other wars may either only apply to Russian and Soviet forces or conversely may apply to war in general. But our primary intention is to make a contribution to the study of future wars particularly of the ethnic and small-scale type that promise to continue in many parts of the globe lest we devise better ways for averting and then resolving them.

This report provides an historical analysis of lessons from one of the most important wars of the 1980s, the war in Afghanistan. After reading this study, you will better understand the nature of operations "other than war" in multiethnic states. Many fear that these wars will set the paradigm for wars in the 1990s and will exert pressure on U.S. forces to conduct peacekeeping, peace-enforcement and humanitarian assistanceoperations in especially dangerous areas. Yugoslavia and Somalia, each in their own way, bear out the ubiquity of these wars andthe pressures on the United States to act.This report will, of course, contribute to the body of material dealing with the war in Afghanistan. More importantly, it increases understanding of future wars, particularly these types of wars, so that policymakers and analysts alike willbetter appreciate their military and political aspects. In turn, we may devise mechanisms either to forestall and avert them, or to bring them to the speediest possible conclusion.Alternatively, should those mechanisms fail and troops have to be committed, this and future analyses will enable commanders to have a better grasp of the nature of the war they will fight. In either case, understanding the war and the theater should facilitate a solution more in keeping with U.S. interests and values.

It is helpful to view current applications of American airpower in two operational mediums. On the one hand, aircraft and tactics have provided a high certainty of air superiority against enemy fighters. On the other hand, American airpower has reached new levels of effectiveness with night-and-day, allweather, stealth, and precision bombing sustained with surprisingly sensitive surveillance-and-reconnaissance capabilities for target identification and battle damage assessment. The enforcement of the "no-fly zones" over Iraq, known as Operations Northern and Southern Watch, during the 1990s-as well as the wars in Bosnia, Operation Allied Force in 1999; in Afghanistan, Operation Enduring Freedom in 2001; and in Iraq, Operation Iraqi Freedom in 2003-highlighted the singular effectiveness of airpower to predominate in some joint and combined forms of war. Lt Col Craig D. Wills examines this rather new application of airpower in the long-running history of direct support of ground combat operations-an activity long declared by thoughtful Airmen as doctrinally unsuitable for airpower. Now it seems that this air support to the ground forces can be considered a core mission function. How times have changed. Wills argues that the twentieth-century argument between air and ground proponents has changed significantly since the Gulf War, and it comes down to the relative importance of the ground or air in the mix. It is more than just using air as a supporting component to the ground forces-if this is true, current force organization and employment is adequate. However, if the air predominates in combat operations, then, as Wills puts it in his first chapter, joint operations doctrine needs to be rethought. Notwithstanding the blunt commentary from ground proponents, Wills offers that airpower has come to dominate air/ground relations. This is demonstrated, he says, by three factors. First, no adversary can mass without great destruction by precision-strike airpower; second, this lethality is the most politically attractive weapon in America's arsenal because it is discriminate; and third, this is doubly attractive because it is so inexpensive, especially for political leadership. In several chapters, the author explains why airpower is so different in the twenty-first century, showing how airpower has changed land combat. The most dramatic illustration is the new combination of air, special forces, and local or indigenous troops that can, in many instances, defeat larger and betterequipped forces. This kind of "force intensification" preserves combat power and American lives. Such a remarkable increase in the capability of airpower changes the dynamics of American warfare and therefore needs to be recognized in doctrine and force structure. Airpower, Afghanistan, and the Future of Warfare: An Alternative View was written as a master's thesis in the 2004-05 class for the Air University's School of Advanced Air and Space Studies (SAASS), Maxwell AFB, Alabama. A Naval Postgraduate School professor and former career Special Forces officer looks at why the U.S. military cannot conduct unconventional warfare despite a significant effort to create and maintain such a capability. In his examination of Operation Enduring Freedom, Hy Rothstein maintains that although the operation in Afghanistan appeared to have been a masterpiece of military creativity, the United States executed its impressive display of power in a totally conventional manner--despite repeated public statements by Secretary of Defense Rumsfeld that terrorists must be fought with unconventional capabilities. Arguing that the initial phase of the war was appropriately conventional given the conventional disposition of the enemy, the author suggests that once the Taliban fell the war became increasingly unconventional, yet the U.S. response became more conventional. This book presents an authoritative overview of the current American way of war and addresses the specific causes of the "conventionalization" of U.S. Special Forces, using the war in Afghanistan as a case study.
