Wissenschaftlicher Aufsatz aus dem Jahr 2011 im Fachbereich Soziologie - Krieg und Frieden, Militär, Note: 5.5, Universität Luzern, Sprache: Deutsch, Abstract: In dieser Arbeit geht es um die Feststellung, dass sich Sicherheit in einer komplexen Weltgesellschaft nicht nach einem einheitlichen Maßstab herstellen lässt. Es soll zuerst den Entwicklungen hin zu "transnationalen Konflikten" nachgegangen und deren Erscheinungsform skizziert werden. Dann erfolgt eine etwas spezifischere und zugleich kritische Darlegung der Ereignisse in Afghanistan. Mit dem Phänomen der Vergesellschaftung geht nun aber auch eine "Transnationalisierung" von Gefahren beziehungsweise Konflikten einher. Es sind "weltgesellschaftliche" Konflikte, die als „transnationale Kriege“ in Erscheinung treten können. Dem oben skizzierten Gedankengang folgend, beteiligen sich sowohl staatliche als auch nicht-staatliche Organisationen oder lose Netzwerke, was eine ehemals relativ klare Unterscheidung zwischen "innen und außen" erschwert, wenn nicht gar verunmöglicht. Das "Staatsgebiet" deckt sich nicht mehr mit der geographischen Allokation des "Staatsvolkes" sowie der Wirkungsreichweite der "Staatsgewalt", sodass mancherorts eher von ethnisch ineinandergreifenden oder divergierenden Gruppierungen, zerfransten Gebietsflächen und oftmals mehreren, konkurrierenden Gewalten auszugehen ist. Am Beispiel Afghanistans verdeutlicht sich das anhand der Tatsache, dass sich lokal-politische, regional-religiöse und wirtschaftliche Motive mit den Stammesloyalitäten derart vermengen, dass Interessensfronten nur schwer auseinanderzuhalten sind.

In the modern era, warfare came to play a crucial role in the formation of states, whereas the new wars emerging at the beginning of the 21st century have mostly gone together with the failure or collapse of states. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law. Rule and resistance can no longer be understood in national contexts only. They both have transnationalised over the last decades. The scholarly discourse, however, still lags behind these developments. While International Relations only sees institutional “governance”, social movement studies only see instances of resistance.
