After decades of unsatisfying performances, economic growth took off in many sub-Saharan states at the beginning of the 21st century. More recently, however, the end of the commodity cycle – particularly with the oil price drop – and the rise of jihadist violence rocked the “Emerging Africa” boat. Is this the beginning of the end for sustained growth in the region? This Report investigates the economic impact of these new challenges upon Africa’s frontier markets. It shows that the positive economic trajectory of recent years is being negatively affected, particularly for oil-exporting countries. However, while more caution is needed, Africa’s growth prospects on the whole remain fairly good – at least for now. But there is an increasing need to understand the specific risks that individual countries face and the opportunities that they offer, as well as to re-assess the potential of each specific sector of economic activity. The three largest economies in the region – Nigeria, South Africa and Angola – are all under pressure. The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. There is overwhelming evidence that the climate is changing. It is the poorest countries and people who are the most vulnerable to this threat and who will suffer the most. This book shows how increasing urbanization and growing poverty levels mean that it is imperative to ask how climate change might impact on asset accumulation and food security for the urban poor. It demonstrates how these three, often separate foci, can be brought together to frame a holistic urban adaptation approach. Furthermore, although much has been written about climate change, limited evidence exists in southern Africa of how climate change has been integrated in urban planning. Urbanisation and climate change are among the major challenges for sustainable development in Africa. The book presents an interdisciplinary systematic evaluation of increasing water stress and scarcity over the globe and specifically South Africa. South Africa is used as the prime example as the country is experiencing similar water challenges in terms of availability and quality as most regions across the globe. Water availability is predominantly used to illustrate water scarcity however, continued degradation of the world’s freshwater resources, by a multitude of natural and anthropogenic factors, have consequently exacerbated water stress and scarcity due to it being of insufficient quality for various uses. The increase of water scarcity through both natural and anthropogenic factors has in turn led to water being viewed as an increasing risk within all spheres. Water as a source of conflict has come to the forefront especially within regions which struggle to meet the increasing demands from different water users and trying to achieve future sustainability of the resource. The increase of water scarcity and stress as well as the continued pressure of population and economic growth has brought various new challenges into play. This book focuses on water as an increasing risk over the globe and specifically South Africa by reviewing both water availability and quality, evaluating water as a global and national risk.
