African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.

For millions of Africans, growth is yet to translate into jobs and better living conditions. Africa's largely commodity- driven growth has not been matched by the much needed structural change that can lead to economic transformation, employment, and reduced poverty. Market failures necessitate industrial policy interventions. Yet, in the absence of the right processes and institutions, good industrial policies will fail. Indeed, weak institutions and poor policy design have hindered industrial policy. This report gives a framework for getting the policy process right to foster industrialization. It uses 11 country case studies to assess the critical ingredients for spurring industrialization - innovative institutions, effective processes and flexible mechanisms - and structural transformation.

This edited volume addresses the accomplishments, prospects and challenges of regional integration processes on the African continent. Since regional integration is a process that ebbs and flows according to a wide range of variables such as changing political and economic conditions, implications and factors derived from the vagaries of migration and climate change, it is crucial to be cognizant with how these variables impact regional integration initiatives. The contributors discuss the debates on Pan-Africanism and linking it with ongoing discourses and policies on regional integration in Africa. Other aspects of the book contain some of the most important topic issues such as migration, border management and the sustainable development goals. This content offers readers fresh and innovative perspectives on various aspects of sustainable development and regional growth in Africa.

Based on Africa's deep routed structural problems, the key aspect of a transformative regional integration is how to promote structural transformation by adapted strategies and policies for the African regional economic communities, for the Continental Free Trade Area, and for the Tripartite Free Trade Area. Regional integration in Africa is based on a conventional (linear) model, starting with trade preference zones and moving to free trade areas, customs unions, and monetary and economic zones, with the ultimate goal to reach political unity. Specific problems of a more transformative regional integration agenda are discussed, such as: ?food security and agriculture; industry development, enterprise growth and competition; and economic partnership agreements with extra-regional partners. In the final section, the impact of three global value chains of importance for Africa (diamonds, shea butter, and sesame) are considered on regions, on sub-regions, and on regional integration. Africa, which was not long ago discarded as a hopeless and irrelevant region, has become a new 'frontier' for global trade, investment and the conduct of international relations. This book surveys the socio-economic, intellectual and security related dimensions of African regionalisms since the turn of the 20th century. It argues that the continent deserves to be considered as a crucible for conceptualizing and contextualizing the ongoing influence of colonial policies, the emergence of specific integration and security cultures, the spread of cross-border regionalisation processes at the expense of region-building, the interplay between territory, space and trans-state networks, and the intrinsic ambivalence of global frontier narratives. This is emphasized through the identification of distinctive 'threads' of regionalism which, by focusing on genealogies, trajectories and ideals, transcend the binary divide between old and new regionalisms. In doing so, the book opens new perspectives not only on Africa in international relations, but also Africa’s own international relations. This text will be of key interest to students and scholars of African politics, African history, regionalism, comparative regionalism, and more broadly to international political economy, international relations and global and regional governance.

Ambassador (Dr.) Robin Renee Sanders new book on The Rise of Africas Small & Medium Size Enterprises (SMEs) is an insightful examination of the dramatic shift in the development paradigm for Sub Saharan Africa driven in large part by the imaginative, innovative, and insta-impact leadership of the regions small businesses or SMEs. SMEs have helped drive economic development, growth and aided in increasing the size of the Continents middle class, Sanders says. With the Introduction to the book by renown civil rights leader Ambassador Andrew Young, and the Foreword by Sub Saharan Africas leading businessman, Mr. Aliko Dangote, Sanders book credits the determination of Africa SMEs and entrepreneurs (which includes African nationals, immigrants and African Americans) for stepping into the void left by 40-years of post-independence development approaches that had little impact on reducing overall poverty and creating jobs in the region. Africas dynamic entrepreneurial spirit of Generation-Xers and Millennials are and have formed SMEs and social enterprises that today are responsible for conceiving and inventing many of the new apps, and answers to address the regions age-old poverty issues, Sanders emphasizes. Africa SMEs are not only a key driver for jobs, but serve as an additional catalyst to grow the middle class. Sanders argues that it was the Rise of the Africa SME converging with technology and its mobility that has changed, over the last decade, the focus and direction of development in Sub Saharan Africa. The book has a few vignettes from Sanders diplomatic life and work as CEO of the FEEEDS Advocacy Initiative with Africa SMEs over the years, as well as regional examples of some of innovative things Africa entrepreneurs are doing in sectors ranging from agriculture and food security to energy and climate change. The book also walks readers through what donors, foundations and African stock markets are doing today to help in the SME space. Sanders ends with recommendations of what more can be done by donors, African governments, and the new U.S. administration to further assist Africa SMEs, particularly the group she calls the critical mass, and those at the fragile end of Africas middle class.
