This edited volume examines the South Africa-China relationship through a survey of its diplomatic partnership, economic ties, and broader community relations. The year 2013 marked 15 years of the phenomenal diplomatic relations between South Africa and China. Th e relationship between South Africa and China has been developing since diplomatic ties were established on 1 January 1998. Since then, South Africa-China's bilateral relations have undergone rapid and all-facet development. There were frequent high level and other kinds of mutual exchanges between the two countries. The bilateral relations within the space of fifteen years have evolved from a Partnership to a Strategic Partnership, and then to a Comprehensive Strategic Partnership. Furthermore, in the Comprehensive Strategic Partnership, which was set out in the Beijing Declaration signed in 2010, the two countries expressed the desire to further strengthen and deepen cooperation in both bilateral and regional affairs by establishing a comprehensive strategic partnership based on equality, mutual benefit and common development. The agreements range from political dialogue, trade, investment, mineral exploration, manufacturing, and agriculture to joint efforts in the global arena, such as in the United Nations, the Forum on China-Africa Cooperation (FOCAC), and Brazil, Russia, India, China and South Africa (BRICS). In recognition of the aforementioned bilateral achievements, on 19 September 2013, an Ambassadorial forum was co-hosted by the Department of International Relations and Cooperation (DIRCO), The Embassy of the People's Republic of China in the Republic of South Africa, and the Africa Institute of South Africa - Human Science Research Council (AISA-HSRC). The objective of the Ambassadorial Forum was to provide an opportunity for reflections on the past and outlook on the future diplomatic relations between South Africa and China. This book presents the official keynote addresses which provide strategic thinking and foresight into the bilateral relations between the two countries. The main substance of the book is a collection of the Ambassadorial Forum papers that were submitted. The papers evaluate economic and political progress from a national interest perspective. Progress is measured against variables such as trade growth, people-to-people development, partnerships, and the implementation of state agreements, all against the background of the theory of national interest.

This book examines Africa-China interactions, which over the last two decades have deepened across a range of areas notably politics, economics, trade, diplomacy, culture, construction, security, and ICT. The setting up of the Forum on China-Africa Co-operation (FOCAC) in 2000 has provided the main institutional and organizational ballast for Africa-China interactions. This book seeks to critically (re)examine, extend and add to the literature by taking a fresh look at Africa-China entanglements in the light of emergent and new realities in the international political economy such as the impact of COVID 19 on national economies and indeed the global economy , rising debt defaults in Africa and elsewhere, the Russo-Ukrainian War, the Artificial Intelligence (AI) race, the re-emergence of big power rivalry, and the Belt and Road Initiative. The Belt and Road Initiative (BRI) in particular must be seen as an added layer of the mode and concerns of Africa-China relations which is specifically the matter of infrastructure. The BRI seems to have triggered as well an emergent strident courting of Africa by its hitherto uninterested traditional and older partners, the EU and the US, in an attempt to respond to and counteract China’s growing presence and influence on the continent. This book should be of interest to scholars of international relations, Africa-Asia studies, researchers, policymakers, activists and indeed the curious non-specialist reader.

Since Xi Jinping’s accession to power in 2012, nearly every aspect of China’s relations with Africa has grown dramatically. Beijing has increased the share of resources it devotes to African countries, expanding military cooperation, technological investment, and educational and cultural programs as well as extending its political influence. This book examines the full scope of contemporary political and security relations between China and Africa. David H. Shinn and Joshua Eisenman not only explain the specific tactics and methods that Beijing uses to build its strategic relations with African political and military elites but also contextualize and interpret them within China’s larger geostrategy. They argue that the priorities of Chinese leaders—including the conflation of threats to the Communist Party with threats to the country, a growing emphasis on relations in the Global South, and a focus on countering U.S. hegemony—have combined to elevate Africa’s importance among policy makers in Beijing. Ranging from diplomacy and propaganda to arms sales and space cooperation, from increasingly frequent People’s Liberation Army Navy port calls in Africa to the rising number of African students studying in China, this book marshals extensive and compelling qualitative and quantitative evidence of the deepening ties between China and Africa. This collection juxtaposes a variety of approaches about China and Africa, and their interrelations seeking to go beyond early, simplistic formulations. Perspectives informed by Polanyi advance nuanced analysis of varieties of capitalisms and double-movements. It seeks to put contemporary China-Africa relations in critical, comparative context and in doing so, it will go beyond descriptions of inter-regional trade and investment, large- and small-scale sectors, to ask whether structural change is underway. Already it is apparent that the growing presence of China in Africa presents the latter with some novel options but whether these will generate a new embeddedness remains problematic. Highlighting the ’varieties of capitalisms’ in the new century, given the undeniable difficulties of extreme neo-liberalism in the US and UK by contrast, to the apparent ebullience of the emerging economies in the global South, this book examines such implications for international relations, international political economy, development studies and policies.
