Why is the private sector yet to take off in much sub-Saharan Africa? Drawing on a unique set of enterprise surveys, Vijaya Ramachandran and her co-authors identify the biggest obstacles: inadequate infrastructure (especially unreliable electricity and crumbing roads) and burdensome regulation. They then show how ethnic minorities dominate the private sector in many countries, inhibiting competition and demands for a better business environment, and thus impeding the emergence of an entrepreneurial middle class. Based on this careful diagnosis, the authors suggest investing in infrastructure and reforming regulation to lower the cost of doing business, and increasing the access to education of a broader-based business class that crosses ethnic divides. The author also warns about the dangers of the Second Scramble for Africa spearheaded by multinational corporations and their home governments to exploit the continent's natural resources for their own benefit, and emphasises that there is an imperative need for African countries to protect their interests while they at the same time actively seek foreign investors to help develop their economies. It is an inescapable fact that all countries are inextricably linked in this era of globalisation. The book can also be used in college as a primary or supplementary text in the study of development economics not only in the African context but also for other parts of the Third World. It can also serve as a guide for those who want to invest or live in Africa or simply learn about the economies of African countries covered in this study. Identifying policies which can improve water sector management is critically important given the global burden of water-related disease. Each year, 1 in 10 child deaths—roughly 800,000 in total—is the direct result of diarrhea. Can private-sector participation (PSP) in the urban piped water sector improve child health? The author uses child-level data from 39 African countries during 1986–2010 to show that introducing PSP decreases diarrhea among urban dwelling children under five years of age by 5.6 percentage points, or 35 percent of its mean prevalence. PSP also leads to greater reliance on piped water. To attribute causality, the author exploits time variation in the private water market share controlled by African countries’ former colonizers. A placebo analysis reveals that PSP does not affect symptoms of respiratory illness in the same children, nor does it affect a rural control group unaffected by PSP.

Since the private health sector is an important, and often dominant, provider of health services in Sub-Saharan Africa, it is the job of governments as the stewards of the health system to engage with it. Increasing the contributions that the existing private health sector is making to public health is an important, but often neglected, element of meeting the daunting health-related challenges facing African nations. This Report presents newly collected data on how and how effectively each country in the Africa region is engaging the respective private health sectors; and how the engagement compares across the region. While the approach taken by governments varies greatly between countries, there is much room for improvement in the Africa region overall to engage more effectively and room for exchange of ideas and good practices on how to do so. Improved solutions on the policy/regulatory side should be supported by effective organization of the private sector itself and by adjustments in donor programs that take the dynamics of the private health sector better into account.

A broad vision for economic progress in Africa A more peaceful and prosperous Africa is in everyone’s interest. Such an Africa would translate into more trade and investment, more jobs, and more security for all. Africa is now at a crossroads and the right path, if taken, could lead the continent closer to reaching its growth and human development objectives. As one banker recently said, it is no longer a matter of “Why Africa?” but “How Africa?” Using economic policy analysis, this book examines the vision for achieving this idea of “How Africa?” through the cooperative actions of the African Union, Africa’s private sector, civil society, women, and youth. It looks at the continent’s progress in delivering on this vision, specifically its ability and progress in maintaining momentum, sharing the benefits of growth, and financing its development.
