Signs of hope in sub-Saharan Africa: modest but steady economic growth and the spread of democracy. By the end of the twentieth century, sub-Saharan Africa had experienced twenty-five years of economic and political disaster. While “economic miracles” in China and India raised hundreds of millions from extreme poverty, Africa seemed to have been overtaken by violent conflict and mass destitution, and ranked lowest in the world in just about every economic and social indicator. Working in Busia, a small Kenyan border town, economist Edward Miguel began to notice something different starting in 1997: modest but steady economic progress, with new construction projects, flower markets, shops, and ubiquitous cell phones. In Africa's Turn? Miguel tracks a decade of comparably hopeful economic trends throughout sub-Saharan Africa and suggests that we may be seeing a turnaround. He bases his hopes on a range of recent changes: democracy is finally taking root in many countries; China's successes have fueled large-scale investment in Africa; and rising commodity prices have helped as well. Miguel warns, though, that the growth is fragile. Violence and climate change could derail it quickly, and he argues for specific international assistance when drought and civil strife loom. Responding to Miguel, nine experts gauge his optimism. Some question the progress of democracy in Africa or are more skeptical about China's constructive impact, while others think that Miguel has underestimated the threats represented by climate change and population growth. But most agree that something new is happening, and that policy innovations in health, education, agriculture, and government accountability are the key to Africa's future. There are milliards of off beam assumptions that Africa will always remain immobile in development of whatever type. Verily, Africa needs, inter alia, to use its God-given gifts, namely, immense resources, young population, abundance of vast and unexploited amounts of land. Equally, Africa must, without equivocation, invest copiously and earnestly in its people, the youth in the main. Most of all, Africa needs to shy away from all colonial carryovers and encumbrances. This volume shows many ways through and by which Africa can inverse the current imbroglio-cum-no-go it faces for the better; and thereby actualise the dream of being truly independent and prosperous.

This book develops a nuanced decolonial critique that calls for the decolonization of media and communication studies in Africa and the Global South. Last Moyo argues that the academic project in African Media Studies and other non-Western regions continues to be shaped by Western modernity’s histories of imperialism, colonialism, and the ideologies of Eurocentrism and neoliberalism. While Africa and the Global South dismantled the physical empire of colonialism after independence, the metaphysical empire of epistemic and academic colonialism is still intact and entrenched in the postcolonial university’s academic programmes like media and communication studies. To address these problems, Moyo argues for the development of a Southern theory that is not only premised on the decolonization imperative, but also informed by the cultures, geographies, and histories of the Global South. The lecture triggered critical but constructive comments from such seasoned experts as Valentin Mudimbe and Wim van Binsbergen. One critical factor is the relationship between available energy resources and the energy mixes chosen by different states, and how these can be exploited to produce the right blend of energy for various applications such as industrial, transport, domestic, and recreational uses.
