This paper is based, in part, on a five-week USCR fact-finding trip to Mozambique, Angola, Malawi, Zimbabwe and Zambia in August and September 1989. The people of Mozambique and Angola continue to suffer intolerably. Many are dying needlessly. Some are starving, others are being purposely killed. Every month, another 13,000 Mozambicans flee to Malawi. There are now more than 750,000 refugees in that country alone. Throughout southern Africa, more than 4.5 million people have been uprooted by conflicts that continue to ravage the area. This paper briefly describes the events that led to today's conflicts in Mozambique and Angola. It discusses current developments in each of these countries, focusing on the situation of internally displaced people. It assesses conditions in asylum countries, discusses the repatriation of Namibians and examines what the success or failure of Mozambican and Angolan peace talks could mean for the region and its people. Finally, the paper makes recommendations for action to help end the conflict in Mozambique and Angola and steps needed to improve the current situation of refugees, displaced persons and returnees in southern Africa. It also recommends action by the United States and the rest of the international community to ensure that, whatever the peace initiatives achieve, the rights of uprooted Southern Africans will be safeguarded. This book analyzes how over the last two decades, immigration regimes in three primary refugee-receiving states in the Global North – Canada, Australia, and the United Kingdom – have engaged with allegations about witchcraft-driven violence made by asylum seekers coming from Anglophone countries across the African continent. The work intervenes at the nexus of anthropological, historical, legal, developmental, and human rights literatures to offer fresh insights into extrajudicial violence and global migration. Taking witchcraft-based asylum cases as its focal point, it argues that the recent dramatic expansion in claims to refugee protection under the ‘particular social group’ category of the 1951 UN Refugee Convention reflects immigration authorities’ increasing willingness to consider how legally recognizable persecution can derive from cultural practices and beliefs. Reflecting critically on such cases, it advances understandings of how witchcraft beliefs and practices have persisted as significant engines of violence in the contemporary world. It sheds light both on the limits of legal pluralism and cultural relativism in asylum adjudication and on how social scientific expertise contributes not simply to the flow of ideas, but also to the channelling of people across national, cultural, and epistemological boundaries. The book will be essential reading for students and researchers in legal anthropology, African studies, human rights, transnational history, migration and refugee law and policy, and the history and anthropology of witchcraft.

Conviviality has lately become a catchword not only in academia but also among political activists. This open access book discusses conviviality in relation to the adjoining concepts cosmopolitanism and creolisation. The urgency of today’s global predicament is not only an argument for the revival of all three concepts, but also a reason to bring them into dialogue. Ivan Illich envisioned a post-industrial convivial society of ‘autonomous individuals and primary groups’ (Illich 1973), which resembles present-day manifestations of ‘convivialism’. Paul Gilroy refashioned conviviality as a substitute for cosmopolitanism, denoting an ability to be ‘at ease’ in contexts of diversity (Gilroy 2004). Rather than replacing one concept with the other, the fourteen contributors to this book seek to explore the interconnections – commonalities and differences – between them, suggesting that creolisation is a necessary complement to the already-intertwined concepts of conviviality and cosmopolitanism. Although this volume takes northern Europe as its focus, the contributors take care to put each situation in historical and global contexts in the interests of moving beyond the binary thinking that prevails in terms of methodologies, analytical concepts, and political implementations.
