A number of recent studies have expressed optimism about the constant decrease in armed conflicts around the world. The prognosis for Africa does not reflect the same optimism. Poverty reduction, transparent and accountable governance and citizen satisfaction with the delivery of public goods and service have shown no sign of significant improvement. In this lecture, Victor Adetula examines the performance of Africa's regional organisations in ensuring peace and security on the continent. In doing this, he draws attention to the need for national and regional actors to pay attention to good governance and development as part of their efforts to operate effective collective security systems and conflict resolution mechanisms without ignoring the essence of the global context. Dr. Victor Adetula held the Claude Ake Memorial Chair in 2013-2014, working with the Department of Peace and Conflict Research, Uppsala University and the Nordic Africa Institute. He is Professor of International Relations and Development Studies at the University of Jos, Nigeria and Head of Division of Africa and Regional Integration at the Nigerian Institute of International Affairs, Lagos.

African states have responded to the challenges of the post-Cold War international system mostly by collectively promoting subregional and continental-wide initiatives in conflict resolution and peacebuilding. Admittedly, the existence of many violent conflicts in Africa, as well as their 'domino' effects at the sub-regional level, contributed significantly to the growing desire for collective security systems and conflict management mechanisms. The broadening of the role and functions of African regional organisations to include responsibility for peacebuilding and conflict management generally adds credence to the efficacy of regional integration. Many issues, however, present themselves in the engagement of RECs with the peacebuilding process in Africa. Although primarily set up to promote economic integration, Africa's RECs have increasingly taken up a prominent role in conflict resolution and peace support operations, as evident in the recent peace processes in Burundi, Liberia, Sierra Leone, Guinea, Guinea-Bissau, Mali, Cote d'Ivoire, Zimbabwe, Mali, Congo DRC, Sudan, and South Sudan, among others. In spite of the challenges they face, RECs are capable of playing important roles with regard to peace mediation, peacekeeping and peacebuilding.

Plagued by bloody wars and armed conflicts, political instability, communal violence and displaced persons, and at the mercy of natural catastrophes such as drought and famine, it is not surprising that the Western press has long dismissed Africa as the 'hopeless continent'. In the face of these challenges, Africa today is faced with a stark choice: either unite or perish. The debate on why and how the continent should unite in terms of co-operative peace, security and development is more urgent than at any other time in Africa's post-colonial history. Moving forward from the failure of the earlier, typically idealistic Africa unity project, David Francis demonstrates how peace and security challenges have created the imperative for change. He argues that a series of regional peace and security systems are emerging, and that states that have participated in practical experiments in regional peacekeeping, peace support operations, conflict stabilization/management and preventive diplomacy are building de facto systems of peace and security that could be institutionalized and extended.

This book examines the development of collective security by regional organisations particularly after the Cold War. It inquires into the legal justifications for these developments both from within the UN Charter and regional treaties and practice and asks whether consensual intervention, that is the use of force by regional organisations on the basis of their members' consent, contravenes or constitutes an exception to the prohibition of the use or threat of force under Article 2(4) of the Charter. During the Cold War ideological and politico-military rivalries mostly dictated the actions of the competing blocs, including their involvement in foreign conflicts. In Africa for instance, the East-West rivalry of the time not only fuelled conflicts but also appeared to undermine the use of diplomacy as a tool for peacemaking and conflict resolution. With the fall of the Berlin Wall in 1989 and the demise of the Soviet Union however, there was a transformation of the conflict arena in the continent, which presented new opportunities and threats. This therefore raises a fundamental question of how the end of the Cold War has affected the character of conflicts and their successful management in Africa. Using Liberia and Somalia as case studies, Post-Cold War Conflicts in Africa analyses how the post Cold War conflicts in these two countries and their management differed from what they would have been during the Cold War era. It shows for instance that while in Liberia the major powers appeared content to cede the management of the conflict to the sub-regional group, ECOMOG, in Somalia, the conflict appeared to be turned into an arena for simple military experiment without any of the old Cold War ideological rivalries playing any role in its trajectory or management. The book argues that the end of the Cold War offers an opportunity for the successful use of a new approach to conflict management in the continent, which would be anchored on traditional African diplomacy. This new approach would involve a triumvirate of eminent men and women from the continent, regional peacekeeping forces, and the warring factions themselves working in concert to replace the rifle with 'talking till every one agrees'
