Sortition is widely used in our political systems to constitute citizen panels. It is now possible to study the limits of this method of selecting our political representatives. This book presents the institutionalization of sortition while questioning its political consequences in terms of representation and deliberation. Several examples are used, such as the Citizens' Climate Convention in France and the Conference on the Future of Europe. In the end, the book helps to identify the consequences of using sortition with regard to the principles of equality and inclusion. Above all, it offers readers the possibility of continuing to reflect on this method of random selection, while promoting the implementation of greater equality between citizens.

Sortition - also known as random selection - puts ordinary people in control of decision-making in government. This may seem novel, but it is how the original Athenian democracy worked. In fact, what is new is our belief that electoral systems are democratic. It was self-evident to thinkers from Aristotle to the Renaissance that elections always resulted in oligarchies, or rule by elites. In this distillation of a lifetime's thinking about the history and principles of democracy, Maurice Pope presents a new model of governance that replaces elected politicians with assemblies selected by lot. The re-introduction of sortition, he believes, offers a way out of gridlock, apathy, alienation and polarisation by giving citizens back their voice. Pope’s work - published posthumously - grew from his unique perspective as a widely travelled English classicist who also experienced the injustice of apartheid rule in South Africa. His great mind was as much at home with the history of philosophy as the mathematics of probability. Governments and even the EU have tried out sortition in recent years; the UK, France and several countries have attempted to tackle climate change through randomly selected citizens’ assemblies. The city of Paris and the German-speaking community of Belgium have set up permanent upper houses chosen by lot. Several hundred such experiments around the world are challenging the assumption that elections are the only or ideal route to credible, effective government. Writing before these mostly advisory bodies took shape, Pope lays out a vision for a government entirely based on random selection and citizen deliberation. In arguing for this more radical goal, he draws on the glories of ancient Athens, centuries of use in Venice, the success of randomly selected juries and the philosophical advantages of randomness. Sortition-based democracy, he believed, is the only plausible way to achieve each element of Abraham Lincoln’s call for a democratic government "of the people, by the people, for the people".

This book discusses how the historical dimensions in Kenya, Zimbabwe and South Africa are similar: dominated by oppressive settler colonialism and authoritarian independent governments, their ruling elites characterised by greed and corruption. Zimbabwe is outstandingly oppressive, plagued from the start by planned, regularised, ferocious, and unparalleled violence, as described in one chapter. Perpetrated by ZANU-PF and President Robert Mugabe, it targeted the organised urban poor. Hope arose when the trade unions created the MDC in Harare in 1999. A chapter on South Africa is also included and outlines how a small ANC elite chose external armed struggle around 1960. Their campaign marooned thousands of young people in Angolan camps, for no military gains, and the neglect of domestic political development. A new and independent formation, the United Democratic Front, from 1983, tried to build a popular, non-racial participatory democracy. However, an intolerant ANC was determined on its supremacy, and Nelson Mandela suppressed the Front in 1991. No similar democratic aspiration has subsequently appeared. Another country examined in this text is Tunisia, which, since 2010, has been totally different: utilising an organised civil society, a democratic Islamist party, and wide readiness to compromise, an open politics is being created against big odds.
