El propósito de este texto es hacer una visión exploratoria del alcance, características y usos de la Gestión Pública, aplicado a casos concretos, y su implementación en la administración pública ecuatoriana. Como se verá en las páginas de este documento, se propone esta área como una "ciencia de la acción", en la que los elementos jurídicos, políticos y económicos se combinan, con el fin de asegurar el mejor ejercicio de los derechos fundamentales y la concreción de los objetivos de Estado. All industrialization is deeply rooted within the specific geographies in which it took place, and echoes of previous industrialization continue to reverberate in these places through to the modern day. This book investigates the overlap of memory and the impacts of industrialization within today’s communities and the senses of place and heritage that grew alongside and in reaction to the growth of mines, mills, and factories. The economic and social change that accompanied the unchecked accumulation of wealth and exploitation of labor as the industrial revolution spread throughout the world has numerous lasting impacts on the socioeconomics of today. Likewise, the planet itself is now reeling. The memory and heritage of these processes reach into the communities that owe the industrial revolution their existence, but these populations also often suffered adverse impacts to their health and environment through the large-scale and rapid extraction of natural resources and production of goods. Through the themes of memory, community, and place; working post-industrial landscapes; and the de-romanticization of industrial pasts, this book examines the endurance and decline of these communities, the spatial processes of industrial byproducts, and the memory and heritage of industrialization and its legacies. COVID-19 has stressed the condition of radical uncertainty that increasingly characterises our times and compels cities to learn new ways to cope with unexpected global urban challenges. El dar paso a la iniciativa de un nuevo Congreso significaba un gran reto, por tal razón y en cumplimiento de los objetivos de ILTRAS, el Consejo Directivo junto al Consejo Consultivo, decidieron emprender un nuevo camino en razón a la situación pandémica que enfrenta el mundo y a las importantes respuestas que está generando el Derecho, proponiendo a un grupo de reconocidos expertos a nivel internacional, dar una mirada científica a la evolución del Derecho laboral y de la Seguridad Social a través de una investigación colectiva de dimensión mundial. Para alcanzar tal meta en una primera fase se crearon 10 mesas de estudio centradas en los siguientes temas: retos del trabajo frente a las nuevas tecnologías en avance; crisis de la seguridad social, reformas estructurales y propuestas; cambios en los flujos migratorios a raíz de la pandemia. tendencias y retos; crisis del sistema de salud evidenciado con la pandemia: causas, efectos y soluciones; desafíos frente a la migración de la conflictividad desde el sistema administrativo al sistema judicial: modelo mexicano; empresas sostenibles, sindicalismo sostenible, responsabilidad empresarial y respeto a los derechos humanos; utilización de los medios alternativos de solución de conflictos frente a la congestión judicial; implementación de nuevos modelos de salud y seguridad en el trabajo frente al remoto o a distancia; riesgos psicosociales, nuevas patologías evidenciadas por las nuevas formas de trabajo con uso de altas tecnologías; el nuevo sindicalismo: uso de las altas tecnologías en la actividad sindical y negociación colectiva. Una vez las mesas entregan los productos resultado del proprio trabajo, se inicia la segunda fase que comprende el debate, la socialización y la apropiación del nuevo conocimiento que se realizó a través del 1er Congreso Mundial de Derecho del Trabajo y de la Seguridad Social llevado a cabo del 15 al 20 de febrero del 2021, en este espacio académico se logró exteriorizar los resultados de cada parte de la investigación y consolidar el tema central desde cada uno de los subtemas que alimentaron la visión desde los diferentes ordenamientos jurídicos de los 5 continentes participantes sobre “Los Retos para el Derecho del Trabajo, la Seguridad Social y las Relaciones Laborales en el Mundo: El Ayer, Hoy y Mañana tras la Pandemia”
