En este libro pretendemos hacer un aporte empírico a la pregunta por la representación política de las mujeres en Colombia. Además, llama la atención sobre la necesidad de desarrollar propuestas teóricas intermedias que permitan abordar el debate conceptual sobre inclusión y representación de las mujeres en la arena política. En los últimos años se ha dado un intenso debate académico y político sobre la inclusión y representación de las mujeres en la arena política. El fundamento es una constatación empírica básica: aunque constituyen la mitad de la población mundial, acceden a los puestos de decisión del Estado en proporciones muy bajas. Esta exclusión está además acompañada de una falta de representación de los intereses de las mujeres en las decisiones estatales. El debate teórico en el nivel de la inclusión se mueve entre la necesidad de que más mujeres lleguen al poder, y las críticas a las medidas afirmativas que pretenden acelerar su llegada. En el nivel de la representación el debate central se presenta entre quienes afirman la imposibilidad de que las mujeres que logran puestos en el espacio de lo público agencien apuestas que representen los intereses de las mujeres en general, y quienes sostienen que la representación es posible y constituye además una obligación política. Este debate ha tenido un amplio desarrollo teórico, pero pocas aproximaciones empíricas. Precisamente por esto, en este libro pretendemos hacer un aporte empírico a la pregunta por la representación política de las mujeres en Colombia. Para ello, y como primer ejercicio exploratorio, analizamos el trabajo legislativo de las mujeres que llegaron al Senado en el periodo 2006-2010. Esto nos permitió identificar los temas en los que legislan, sus enfoques y prioridades de trabajo, con el fin de dar cuenta del tipo de intereses que promovieron y representaron. Los resultados sugieren que, bajo ciertas condiciones, la representación sustantiva de algunos intereses de las mujeres es posible. Además, llama la atención sobre la necesidad de desarrollar propuestas teóricas intermedias que permitan abordar el debate conceptual sobre inclusión y representación.

This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

Estudiar los partidos políticos en un país que, se asume, carece de ellos, es un reto. Hacerlo en una campaña electoral es un reto doble, porque no se les encuentra con facilidad allí donde deberían estar. Sin embargo, los partidos políticos existen o, en todo caso, resultan imprescindibles para formar la representación. No hay manera de acceder al poder si no es a través de estas organizaciones políticas que, mal que bien, continúan siendo el vehículo que los candidatos necesitan para desarrollar sus carreras políticas. Fernando Tuesta Soldevilla hace un análisis de las elecciones de 2016, que fueron particularmente importantes porque de ellas emergió el cuarto presidente electo de manera consecutiva, como no ocurría desde hace más de un siglo, y porque dicho mandatario tendría que enfrentar un escenario de desaceleración económica en contraste con los años de crecimiento anteriores. A esa situación adversa se agregaban problemas de narcotráfico e inseguridad ciudadana. Frente a este escenario, se presentó un abanico de candidatos de los cuales solo quedó la mitad y aunque Keiko Fujimori se consolidó, durante mucho tiempo y hasta escasos días de la segunda vuelta, como la ganadora, el desenlace fue otro. Y es que en nuestro país, allí donde no se crean mayorías, los sentimientos contrarios a uno de los candidatos suelen ser la dinámica que anima el voto en la segunda vuelta. No obstante, el triunfo de Pedro Pablo Kuczynski no se puede explicar sin la separación de César Acuña y de Julio Guzmán como candidatos presidenciales.
