The purpose of this study is to discuss the role the arts can play in aging society and the actions that need be taken to capture the attention of policymakers and service providers in the fields of arts and aging. Since population aging continuously poses inevitable and permanent changes in our society that will alter the nature of social, economic, healthcare, and many other areas, it is important for the arts sector too to turn our attention to the aging population, particularly in relation to social and public policy. As the central theme and tool, this study introduces the concept of creative aging to discuss the benefits of the arts that revolve around improving the lives of older adults. Creative aging utilizes the unique ability of the arts to provide support for older people wishing to lead more active, meaningful and healthy lives. This policy-oriented study is conducted to forecast the role of the arts in aging society, using the concept of creative aging, in an effort to inform arts programming and policy development as well as broader social and public policy making. This study adopted a policy making model, Multiple Streams Framework, to investigate the nature and context of creative aging. By investigating the concept of creative aging and its political implication, this dissertation seeks to make visible the value of meaning of this approach.

Scrutinizing the dominant deficit discourse upon older population in public policy field, this empirical study aims to critically examine cultural welfare perceptions of older population under current arts and aging policy in South Korea. Also, through the analysis of the Seoul International Senior Film Festival, I investigate how perceptions of older Koreans has been constructed and represented in both aging policy and arts policy planes. Finally, conducting a thematic analysis of the films by older festival participants, I stress potential benefits of informal arts participation of target group for understanding changing arts and cultural demands of older population.

Creative aging is a small but growing field of scholarship and practice that connects the fields of arts and culture, health promotion, and gerontology. Promoting quality of life for older adults is a global policy priority due to shifting demographic trends that make this a large and increasingly important constituent group (Bowling, 2013 & Haugan, et al., 2020). Governments, healthcare providers, and communitybased organizations are seeking innovative strategies to support aging in place and improve quality of life. Twenty-five adults ages 55+ participated in this study of a Creative Aging in Libraries pilot program across five public libraries in Delaware. Pre-surveys were collected during class one and post-surveys were collected during the final class of the eight-week workshop series. Quantitative and qualitative data on quality of life, social engagement, and sense of mastery were obtained, in addition to socio-demographic characteristics. Quality of life was measured using the Older Persons Quality of Life- Brief (OPQOL-brief) instrument. Standard outcome measures from the OPQOL-brief survey showed no statistically significant effect on participants' quality of life. However, program-specific questions related to social engagement and sense of mastery, analyzed qualitatively, suggested that participating in the workshops had a positive impact in these two dimensions of quality of life. The findings suggest potential benefits of creative arts programming on participants' selfreported social engagement and sense of mastery. Future research studies focused on the quality of life impacts of arts engagement on older adults are needed. This includes creating programs of research that are discipline-specific, developing stronger conceptual models and theoretical frameworks, and utilizing standardized measurement tools that are sensitive to the mechanisms of arts engagement. Policy implications of the study include public provision through the Delaware Division of the Arts to support continued research in creative aging, revising recruiting strategies to reach underserved seniors, and development of evaluation models to promote best practices for creative aging programs in both community-based and residential care settings.

Around half the world s population live in countries where the fertility rate is far below the replacement rate and where life expectancy is increasing dramatically. Using Singapore as a case study, Social Policy in an Ageing Society explores what might happen in a dynamic and prosperous society when falling births, longer life expectancy and rising expectations put disproportionate pressure on scarce resources that have alternative uses. David Reisman investigates the challenges facing Singapore, where a rapidly rising median age and the growing pressure of the elderly upon medical attention are threatening to disrupt the economic and even the political status quo. The dependency of the old upon the young is becoming a financial and an emotional burden. Health care is swelling in quantity and price. Voluntary and compulsory savings are being used up. New demands for pensions and subsidies are challenging the national ideology of family network and self-reliance. Despite a wealth of prospective problems, the author argues that viable solutions can be found. Discretionary savings can increase. Reverse mortgages can monetise owner-occupied property. A higher participation rate can give the elderly the opportunity to earn a living for themselves. This book concludes that public policy must play its part in facilitating these solutions. It must ensure that the old retain their dignity. The old should not lie where they fall. This comprehensive, intelligible and highly original cross-disciplinary study will appeal to a wide-ranging audience.
