Inequitable land-tenure patterns and a radical labor movement organized and headed by foreign anarcho-syndicalist leaders created conditions conducive to peasant mobilization in the state of Veracruz during the Mexican Revolution. This study traces the course of the Veracruz peasant movement from its origins in the pre-Revolutionary regime of Porfirio Díaz. Not until 1920, when the radical revolutionary Adalberto Tejeda assumed the governorship, did a favorable political environment emerge for the creation of the League of Agrarian Communities and Peasant Syndicates of the State of Veracruz. During the 1920s, under the patronage of Tejeda and the Communist party, the League grew into a strong power base for the governor. A peasant guerilla force was created to protect the rights of the peasantry, and the League gradually assumed predominance in all branches of state government. The height of the League's power coincided with Tejeda's second term in office (1928-32); under his administration socialist programs were implemented to improve the economic and social status of the rural and urban lower classes. By 1932, when the tejedista movement had become a challenge to the national revolutionary leadership, the central government launched a campaign to disarm and split it. Finally, six years later, the League was forced to merge into the political structure of the official party at the behest of Lázaro Cárdenas. One of the first in-depth analyses of peasant movements at the state level, this study focuses on the dynamics of peasant organization and examines the changing nature of peasant leadership over a fifty-year period. In comparing types of organizational techniques used by state and national peasant caudillos, the author views Tejeda and Cárdenas in a new historical light. Heather Fowler Salamini, who is an associate professor of history at Bradley University, holds advanced degrees from the University of Toronto (M.A., 1963) and the American University (Ph.D., 1970). Her articles have appeared in Historia Mexicana and Contemporary Mexico (1976).

This new book examines the social protests of popular groups in urban Mexico during and after the Mexican Revolution and also shows how the revolution inspired women to become activists in these movements. Andrew Grant Wood's well-researched narrative focuses specifically on the complex negotiation between elites and popular groups over the issue of public housing in post-revolutionary Veracruz, Mexico. Wood then compares the Veracruz experience with other tenant movements throughout Mexico and Latin America. He analyzes what the popular groups wanted, what they got, how they got it, and how the changes wrought by the revolution facilitated their actions. Grassroots organizing by house-renters in Veracruz began at a time of 'multiple sovereignty' when ruling elites found themselves in a process of regime change and political realignment. As the movement took shape, tenants expanded their opportunities through a dynamic repertoire of public demonstration, direct action, networking, and constant negotiation with landlords and public officials. During the height of the movement, protesters forced revolutionary elites to respond by requiring them either to negotiate, co-opt, and/or repress members of independent grassroots organizations in order to maintain their rule. The tenant movements demonstrate how ordinary women and men contributed to the remaking of state and civil society relations in post-revolutionary Mexico. This book analyzes the critical roles that women played as leaders and as rank-and-file agitators to keep the movements alive. The author has used a wide variety of primary sources to provide a vibrant portrayal of these urban social protesters. On a larger scale, this book shows that the voices of the urban poor were able to become part of the revolutionary dialogue and ideology. Did the Mexican Revolution do away with the ruling class of the old regime? Did a new ruling class rise to take the old one's place--and if so, what differences resulted? In this compelling study, the first of its kind, Mark Wasserman pursues these questions through an analysis of the history and politics of the northern Mexican state of Chihuahua from 1910 to 1940. Chihuahua boasted one of the strongest pre-revolutionary elite networks, the Terrazas-Creel family. Wasserman describes this group's efforts to maintain its power after the Revolution, including its use of economic resources and intermarriage to forge partnerships with the new, revolutionary elite. Together, the old and new elites confronted a national government that sought to reestablish centralized control over the states and the masses. Wasserman shows how the revolutionary government and the popular classes, joined in opposition to the challenge of the elites, finally formalized into a national political party during the 1930s. Persistent Oligarchs concludes with an account of the Revolution's ultimate outcome, largely accomplished by 1940: the national government gaining central control over politics, the popular classes obtaining land redistribution and higher wages, and regional elites, old and new, availing themselves of the great opportunities presented by economic development.
