A novel proposal regarding predicate-argument agreement that combines detailed empirical investigation with rigorous theoretical discussion. In this book, Omer Preminger investigates how the obligatory nature of predicate-argument agreement is enforced by the grammar. Preminger argues that an empirically adequate theory of predicate-argument agreement requires recourse to an operation, whose obligatoriness is a grammatical primitive not reducible to representational properties, but whose successful culmination is not enforced by the grammar. Preminger's argument counters contemporary approaches that find the obligatoriness of predicate-argument agreement enforced through representational means. The most prominent of these is Chomsky's “interpretability”-based proposal, in which the obligatoriness of predicate-argument agreement is enforced through derivational time bombs. Preminger presents an empirical argument against contemporary approaches that seek to derive the obligatory nature of predicate-argument agreement exclusively from derivational time bombs. He offers instead an alternative account based on the notion of obligatory operations better suited to the facts. The crucial data involves utterances that inescapably involve attempted-but-failed agreement and are nonetheless fully grammatical. Preminger combines a detailed empirical investigation of agreement phenomena in the Kichean (Mayan) languages, Zulu (Bantu), Basque, Icelandic, and French with an extensive and rigorous theoretical exploration of the far-reaching consequences of these data. The result is a novel proposal that has profound implications for the formalism that the theory of grammar uses to derive obligatory processes and properties.

In this timely work, Loren R. Cass argues that international norms and normative debates provide the keys to understanding the evolution of both domestic and international responses to the threat of global climate change. Ranging from the early identification and framing of this problem in the mid 1980s through the Kyoto Protocol's entry into force in 2005, Cass focuses on two normative debates that were critical to the development of climate policy—who should bear primary responsibility for reducing global greenhouse gas emissions and what principles would guide these reductions. He examines why some nations, but not others, have met their commitments, and concludes that while many states affirmed the international norms, most did not fully translate them into domestic policy. Cass offers an index to measure the domestic salience of international norms and compare the level of salience across states and within states over time, and uses it to assess the European Union, Germany, the United Kingdom, and the United States.

The disciplines of strategic intelligence at the governmental level and competitive business intelligence constitute accepted methods of decision-supporting to prevent mistakes and strategic surprise. This research discovered that many researchers in the intelligence field feel that intelligence methodology in both contexts has reached a “glass ceiling.” Thus far, research has focused separately on national intelligence and intelligence in business, without any attempt to benchmark from one field to the other. This book shows that it is possible to use experience gained in the business field to improve intelligence practices in national security, and vice versa through mutual learning. The book’s main innovation is its proposition that mutual learning can be employed in the context of a model distinguishes between concentrated and diffused surprises to provide a breakthrough in the intelligence field, thereby facilitating better prediction of the surprise development. Declared dead some twenty-five years ago, the idea of freedom of contract has enjoyed a remarkable intellectual revival. In The Fall and Rise of Freedom of Contract leading scholars in the fields of contract law and law-and-economics analyze the new interest in bargaining freedom. The 1970s was a decade of regulatory triumphalism in North America, marked by a surge in consumer, securities, and environmental regulation. Legal scholars predicted the “death of contract” and its replacement by regulation and reliance-based theories of liability. Instead, we have witnessed the reemergence of free bargaining norms. This study examines the latest attempt to bring an end to one of Asia?s longest-running separatist conflicts. In August 2005 in Finland, representatives of the Indonesian government and the Free Aceh Movement signed an agreement which sets down the outline of a comprehensive settlement to the Aceh conflict. Until recently, this conflict had appeared close to intractable. Earlier attempts to reach a negotiated settlement between 2000 and 2003 broke down in acrimony and the Indonesian government launched a military offensive, vowing to wipe out the rebels once and for all. Why did the two parties agree to resume talks so soon after the earlier failures? And what are the chances that the peace agreement will hold this time? Written by a leading expert on the Aceh conflict, this study examines the factors that prompted the belligerents to return to the negotiating table, surveys the course of the negotiations, analyses the deal itself and identifies potential spoilers. It concludes that the Helsinki agreement represents Aceh?s best chance for peace since the separatist insurgency began almost thirty years ago. The deal is more comprehensive than earlier agreements and its monitoring provisions are more robust. There is also more good will on both sides, based partly on greater awareness that previous violent strategies had failed. Even so, there are powerful forces opposed to the deal, and backsliding or equivocation on either side could easily prompt a return to violence if implementation is not managed skillfully.
