Namun, target penerimaan pajak tidak tercapai setiap tahunnya, terakhir pencapaian terjadi tahun 2005. Rendahnya penerimaan pajak tidak terlepas dari tax ratio yang masih rendah. Pada tahun 2018, OECD menyebutkan bahwa tax ratio Indonesia yaitu 11,9% masih di bawah rata-rata tax ratio negara OECD sebesar 34,3%. Banyak faktor yang mempengaruhi rendahnya tax ratio di Indonesia, salah satunya tidak terlepas dari praktik penghindaran pajak yang dilakukan oleh wajib pajak. Penghindaran pajak dapat dilakukan dengan cara transfer pricing, mengalihkan keuntungan ke negara yang menerapkan tarif pajak rendah (negara lindung pajak), ataupun kepemilikan institusional. Kepemilikan institusional dapat memantau dan memengaruhi manajer sehingga dapat memaksa manajer untuk menghindari perilaku menguntungkan diri sendiri. Semakin besar proporsi kepemilikan institusional maka semakin dapat mengurangi penghindaran pajak. Namun demikian, perusahaan menjadi kurang agresif dalam melakukan penghindaran pajak saat penegakan hukum di bidang pajak yang lebih ketat, yaitu dengan pemeriksaan pajak. Buku ini menyajikan hasil penelitian yang dilakukan dengan menggunakan metode kuantitatif yang dilakukan dengan menggunakan sampel berupa data sekunder dari perusahaan manufaktur yang terdaftar di BEI selama periode waktu 2015-2019.
