Agriculture is changing rapidly. The greatest current challenge to the agricultural sector is for it to become sustainable in all three of the dimensions profit, people and planet. This is certainly the case in highly urbanized countries like the Netherlands, where agriculture is confronted with high land prices, rising consumer concerns for issues like animal welfare and negative environmental effects but also with new demands from the city for recreation, health care and local food products. These are some of the developments in our society that are forcing agriculture to change. The government, farmers, the agri-food industry and the retail sector struggle to meet this challenge and find new forms of governance. In the Netherlands, the government has called for a ‘transition towards sustainable agriculture’ and it is investing in this programme with its research and education policy. Similar trends have been observed in other countries. This book presents the expertise that has been accrued from at least five years of Dutch research in this area. The aim is to collate the results of the experiments, to learn from them, to confront them with existing theory and to share them with a larger audience in order to foster learning about transition. Given the leading position of the Netherlands in global agriculture, in a highly urbanized setting, and its leading position in the study of transition theory this should be of significant interest to students and researchers of the transitions in agriculture.

Agribusiness development has been constrained by distorted economic policies and institutional controls in the emerging market economies and in most of the developing countries. In the former Soviet Union and Eastern Europe, the agribusiness complex was dominated by state-owned enter prises. In many of the developing countries, economic policies discriminated against agriculture and agribusiness. The results have been obvious. Despite major technological advances, agriculture and agribusiness sectors in these economies remained inefficient. A large share of the population, particu larly in the rural areas, has not been able to improve household incomes and living standards. The final decade of the 20th century will certainly be recorded as one of the most dynamic in modem history. The restructuring of the former Soviet Union and Eastern Europe and market reforms in many of the developing countries are progressing at a rapid pace. Agribusiness is key to economic perfor mance in these areas in that agriculture is an important sector in many of these economies. Economic transition to a market economy is presenting many challenges and opportunities to accelerate the process of agribusiness development, which is so essential to alleviate rural poverty. An international symposium, organized by the International Fertilizer Development Center (IFDC), provided a unique opportunity to discuss needed policy reforms to promote efficient and competitive agribusiness develop ment, with a particular focus on privatization and deregulation.

Since the report to The Club of Rome Limits of Growth was published some 30 years ago, the question is still open which approach we must take with our planet. Three factors will have the most influence on the global development of the environment: demographic and climate development and the potential for innovation. The concept of sustainability requires long-term thinking in order to use natural resources in such a way that future generations have the same opportunities we do. This message is confirmed in this review by the members of the Club of Rome's European Forum on Sustainability, which was founded in autumn 2002 in Vienna by the European Support Centre of the Club of Rome in co-operation with the Austrian Federal Ministry for Economic Affairs and Labour and in partnership with the United Nations Information Service (UNIS) Vienna, together with high-level experts and scientists. An immediate and extensive global course correction across the board would, however, be required. Thus far in fact, the price paid for the success of globalisation has been very high--environmental degradation and a global social split. This review presents as potential solutions a new economic model, an international treaty between the North and the South, a fundamental right to food and the principles of a sustainable retirement reform.

Agriculture is a crucial component of the economies of many of the countries in transition from a centrally-planned to a market economy and the sector is by no means immune to the environmental and socioeconomic problems confronting the countries as a whole. The concept of sustainable development provides a convenient framework for the formulation of government environmental policy for such countries, especially those of them that aspire to join the EU and would thus be expected to meet EU environmental standards. For agriculture, this inevitably involves appropriate strategies for balancing crop and animal production while protecting the quality of the national soil and water resources.
