The challenge of addressing food security is not simply a matter of ensuring that all people have enough food—or energy (calories)—to live a healthy life. A much more daunting problem is to ensure that poor people have access to nutritious1 and high-quality diets. Typically, poor households subsist on monotonous staple-based diets; they lack access to nutritious foods, such as fruits, vegetables, animal source foods (fish, meat, eggs, and dairy products), or wild foods of high nutrient content. Lack of diversity in the diet is strongly associated with inadequate intake and risks of deficiencies of essential micronutrients (Ruel 2003; Leakey 1999; Arimond et al. 2010). The resulting deficiencies have farreaching health and nutrition consequences, both in the short and the long term. Economic constraints, lack of knowledge and information, and related lack of demand for nutritious foods are critical factors that limit poor populations’ access to such foods.

‘Rural youth’ is a new focus area within the CGIAR (and in the wider academic literature), yet there are few studies which examine young people’s roles and relationships to trees, forests and agroforests. This background report suggests ways the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA) can involve rural young people into its research and action. This is at a time when academic and government reports note the widening gaps between the aspirations young people have as compared to the realities of the job markets in much of the Global South. For rural and marginal areas, these trends are especially acute as agriculture and forestry sectors decline and many rural young people desire stable, paid employment., suggesting now is a critical time to involve young people into FTA’s research and action. In doing so, the report examines how rural youth are studied from a variety of angles: in contemporary agrarian, youth and development literatures, and examines how young people are studied by five large development agencies; and by some of CGIAR’s Research Programs. In learning from these studies, the report offers four major lessons for FTA. These lessons focus on how to study rural youth and their various contexts, conceptually and methodologically; how to engage local to regional rural development activities; and how to support local to national level partnerships. All of these activities give means and networks of support for rural young people’s development and employment. In sum, the report offers key questions and starting points for engaging with young people in each of FTA’s Flagships, which can not only move the Gender Equality and Social Inclusion Strategy forward, but help study and address the challenges facing rural livelihoods and landscapes now and in the future.

The Compendium is a product of the Joint Programme on Gender Transformative Approaches for Food Security and Nutrition implemented by FAO, IFAD and WFP and funded by the European Union. The compendium of 15 good practices of gender transformative approaches (GTAs) includes the individual templates of the 15 good practices, provides a synthesis of the main features of the 15 GTAs presenting the core characteristics of 15 GTAs and describing the implementation arrangements, implementation cycle, the potential results of GTAs and their key success factors and challenges. Increasing numbers of development agencies and individual projects espouse objectives of women’s empowerment, yet there has been little systematic work on mechanisms by which interventions can enhance women’s empowerment. This gap exists because of the lack of consensus on indicators as well as the lack of attention paid to measuring the effects of different types of interventions on empowerment. This paper identifies the types of strategies employed by 13 agricultural development projects within the International Food Policy Research Institute’s Gender, Agriculture, and Assets Project Phase 2 (GAAP2) that have explicit objectives of empowering women. We distinguish between reach, benefit, and empowerment as objectives of agricultural development projects. Simply including women does not necessarily benefit them, and even activities that benefit do not necessarily empower. To identify strategies to empower women, we build on the domains included in the Women’s Empowerment in Agriculture Index (WEAI) and are working with the GAAP2 portfolio of projects to develop an empowerment metric that is applicable in the project setting (a project-level WEAI, or pro-WEAI). We have identified the following potential domains to be included in pro-WEAI: input into production decision making, control over resources, control over income, leadership, time, physical mobility, intrahousehold relationships, individual empowerment, reduction in gender-based violence, and decision making on nutrition. The GAAP2 projects address these domains through a wide variety of activities that can be grouped into four main types: (1) direct and indirect provision of goods and services; (2) forming or strengthening groups, organizations, or platforms and networks that involve women; (3) strengthening knowledge and capacity through agricultural extension, business and finance training, nutrition behavior change communication, and other training; and (4) changing gender norms through one-way awareness raising or two-way community conversations about gender issues and their implications. In general, projects with activities in more activity areas target more domains of empowerment, and most projects target a core set of six empowerment domains. With the exception of intrahousehold relationships, which is always targeted by activities designed to influence gender norms, projects target domains with different types of activities or combinations of activities. This setup suggests that there may be no one-to-one link between a specific activity and empowerment benefits, and that implementation modalities will determine whether and how an activity contributes to women’s empowerment. The effectiveness of these project strategies will be assessed using both quantitative and qualitative methods throughout the GAAP2 research project.

The Food and Agriculture Organization of the United Nations (FAO) has been involved in the Emerging Pandemic Threats Programme (EPT-2), funded by the United States Agency for International Development (USAID) since 2014. The programme sets out to minimize the impact of existing global pandemic threats and to detect, respond to and improve the prevention of emerging threats. Implementation of this programme at FAO has been carried out through 20 projects with efforts concentrated in 36 countries in Africa and Asia. It builds upon lessons learned in the first phase of the programme, in which FAO was involved in improving livestock disease surveillance, enhancing capacity of veterinary epidemiologists and laboratories and improving response to the avian influenza. EPT-2 focuses more in-depth on preventative measures to zoonotic novel pathogens thereby reducing the risk of emergence of such diseases. This evaluation aims to trace the contribution of FAO’s interventions to the programme and assess its outcomes at the global, regional, and national levels. EPT-2 has largely achieved its objectives and outputs in terms of technical capacity development and disease strategy, but less so in terms of enabling policy, value chains, and production. In line with FAO’s 2011 One Health Action Plan (FAO, 2011), EPT-2’s technical focus has strengthened traditional partnerships between FAO and technical livestock departments and ministries and built stronger collaborations with health and environment ministries. The next phase of the EPT-2 programme could take advantage of renewed national, regional, and global interest in ensuring that the COVID-19 experience is not repeated. FAO needs to fully utilize its convening power, partnerships, trusted status, and experience of emerging pandemic threats to engage political and business leaders on the need to consolidate and scale up EPT-2-induced gains to improve pandemic preparedness.
