This publication provides an overview of the major climate-related risks and greenhouse hotspots in agrifood systems and synthesizes in seven key findings the main climate change adaptation and mitigation strategies being set forth in nationally determined contributions (NDCs) to address them. It also takes stock of the underpinning governance, knowledge and capacity and finance needs articulated to enable climate action in agrifood systems. Lastly, ahead of the global call for third-round NDCs expected to be submitted by all countries in 2025, these key findings serve to inform enhanced ambition, action and support of the mitigation, adaptation and climate finance ambition gaps in agrifood systems.

The global agrifood system has been largely overlooked in the fight against climate change. Yet, greenhouse gas emissions from the agrifood system are so big that they alone could cause the world to miss the goal of keeping global average temperatures from rising above 1.5 centigrade compared to preindustrial levels. Greenhouse gas emissions from agrifood must be cut to net zero by 2050 to achieve this goal. 'Recipe for a Livable Planet: Achieving Net Zero Emissions in the Agrifood System' offers the first comprehensive global strategic framework to mitigate the agrifood system's contributions to climate change, detailing affordable and readily available measures that can cut nearly a third of the world's planet-heating emissions while ensuring global food security. This publication has the objective of providing a comprehensive analysis of the key trends in greenhouse gas (GHG) emissions and vulnerability to climate change in the Europe and Central Asia (ECA) region, compiling the most relevant efforts and progress reported by countries in the implementation of mitigation and adaptation goals and measures in recent years. The Government of Indonesia and FAO have recognized the need for thorough analysis and modelling of Indonesia’s agrifood systems to support agrifood systems transformation efforts in the country. This is needed to provide a better understanding of the governance context in agrifood systems, including the political economy dynamics influencing performance, as well as to identify synergies and trade-offs across different policy goals and optimal policy mixes for achieving multiple policy objectives. In this regard, FAO facilitated a project to pilot an innovative approach to modelling for food systems transformation. This modelling approach was developed and implemented by a team of researchers from IFPRI, IIASA, IISD and Christian-Albrechts- University of Kiel. It uses three different economic models to generate insights that can assist Indonesian policymakers in developing technically sound and politically feasible policy interventions for agrifood systems transformation. This report provides context for agrifood systems transformation in Indonesia and describes the overall modelling approach before synthesizing the results of the individual modelling activities and distilling these into the overall findings of the modelling. It concludes with implications from these findings for policymaking for agrifood systems transformation in Indonesia and suggestions for the next steps. The results of this modelling and the insights drawn from these results are expected to support efforts to translate Indonesia’s commitments on agrifood systems transformation into concrete policy interventions and to inform medium- and long-term development planning by the Indonesian Government.

Agrifood systems are intrinsically linked to climate change and are particularly vulnerable to its impacts. Each year hundreds of billions of dollars’ worth of crops and livestock production is lost due to disaster events, undermining hard-won development gains and livelihoods for farmers. At the same time, agrifood systems are substantial contributors of emissions. As such, agrifood systems must play a central role in providing solutions for climate change – both adaptation and mitigation – while meeting the food security needs of present and future generations. The communities that support and depend on agrifood systems are on the front line of loss and damage associated with climate change. Loss and damage can generally be described as the negative impact of climate change that occurs despite mitigation and adaptation efforts. Addressing loss and damage in the agrifood system is crucial, given its importance for livelihoods and sustainable development. Taking collective action is essential to tackle loss and damage in agrifood systems to ensure that the livelihoods of the most vulnerable communities are adequately protected and food security needs are met. The purpose of this report is to stimulate discussions on the central role of agrifood systems in the loss and damage debate and identify the gaps in data, knowledge and finance that need to be addressed. The report provides an overview of the loss and damage concept, the status of analytical methodologies and tools, a summary of the reporting on loss and damage in nationally determined contributions (NDCs), an outline of the policy needs and some preliminary analysis of the financing needs. Overall, support to countries needs to be targeted and strengthened so that loss and damage in agrifood systems can be dealt with as early as possible. This support needs to ensure that no one is left behind while striving for better production, better nutrition, a better environment and a better life.

Agrifood systems are major contributors to greenhouse gas emissions and increasingly under pressure to become more resource-efficient. The sector also faces threats from climate change, due to its dependence on natural resources. The Food and Agriculture Organization of the United Nations (FAO) and the European Bank for Reconstruction and Development (EBRD), collaborating within the Finance and Technology Transfer Centre for Climate Change (FINTECC) programme, developed a rapid assessment methodology to identify and prioritize climate technologies and practices in the agri-food sector, based on their potential to mitigate greenhouse gas emissions, support climate change adaptation and contribute to economic development. This report presents findings from the methodology’s application in the Kyrgyz Republic to guide policy-makers and inform public and private investments towards greening the country’s agri-food sector.
