This sourcebook appraises these instruments and considers their nature and objectives, their potential benefits and challenges and the approaches used to implement them. It also examines the practices that have led to both successful and unsuccessful outcomes. The publication provides a comprehensive review of the potential of these tools to enhance value addition, deliver jobs, increase exports and provide markets for new and existing producers in the targeted territories. It notes, however, that implementation of these tools poses a number of challenges. For example, planners and practitioners sometimes use them interchangeably, thus ignoring the specificities of the investments, policies and processes required, and their expected outcomes. The sourcebook concludes that these tools have potential for catalytic impact, but planners need to make sound choices that respect demonstrated principles and follow good practices for effective design and implementation.

With open trade and few price-distorting policies, Bulgaria is well on the route to laying down a sound foundation for improving the efficiency and competitiveness of its agro-food sector in preparation for accession to the European Union. However, a number of challenges remain. These include: establishing a functioning land market, reducing excess capacity in the food processing sector and encouraging investment in the agro-food industry. Another high priority is to accelerate economic growth and the development of off-farm employment opportunities for those leaving agriculture. The Review analyses developments since the 40-year monopoly of the communist party ended in 1989. It evaluates key structural issues, examines emerging policy developments and provides detailed estimates of support to agriculture, using the OECD s Producer and Consumer Support Estimates (PSEs/CSEs). The study also discusses current policy options for Bulgarian agriculture within the framework of the EU s Special Accession Programme for Agriculture and Rural Development (SAPARD). For those involved in central and eastern European agriculture and agro-food policies, markets and trade, the Review offers unique information and analysis. Policy-makers, businesses and researchers will find it an invaluable reference for a long time to come. Egypt is one of Africa’s industrial heavyweights. Transforming the country's economy to sustain job-rich and sustainable growth are pivotal steps in its march towards prosperity. Today’s search for new development models, accelerated by the unfolding of the COVID-19 pandemic, calls for shifting up a gear in raising Egypt’s industrial capabilities to compete in an industry 4.0 and agro 4.0 landscape. The Production Transformation Policy Review (PTPR) of Egypt uses a forward-looking framework to assess the country's readiness to embrace change. This includes an analysis of the game-changing potential of the African Continental Free Trade Area (AfCFTA) and perspectives on agro-food and electronics (i.e. what in Egypt is referred to as part of the engineering sector), as well as identifying priorities for future reforms. This review is the result of government-business dialogue, and benefited from peer learning from Italy and Malaysia. It also resulted from international and multi-stakeholder knowledge sharing through a dedicated Peer Learning Group (PLG) and the OECD Initiative for Policy Dialogue on Global Value Chains, Production Transformation and Development.
