This review summarizes the published literature, as well as any available information provided by NGOs or project proponents, on the practice of community forest management (CFM) in the Peruvian Amazon. It provides an overview of literature related to land-use and forest management by rural populations in the Peruvian Amazon, placing this information in the broader context of the forestry sector in Peru. The review describes the different manifestations of CFM in Peru and the most widely studied cases of CFM projects. The document also examines some emerging initiatives, summarizes the main challenges for CFM and highlights important areas for future research. One key finding of this review is that there is a general lack of scientific analyses of CFM in Peru: most information is available only via project reports prepared by project proponents and/or donors. The review stresses that community forest management takes many forms. People throughout the Amazon have long relied on forest resources for their shifting cultivation systems, and timber and NTFPs are central to the livelihoods of many. Typically, forest use has occurred informally with little oversight or control by the state. Beginning in the 1980s, environmental NGOs have introduced CFM initiatives in Peru. To date, most CFM projects focus only on indigenous communities to support timber management; by contrast, scientific studies have focused on forest use within subsistence livelihood systems. Given that there are approximately 2 million non-indigenous rural Amazonians in Peru, the forest footprint and market impacts of non-indigenous smallholder forest management are likely to be much greater than recognized. However, very little is known about these endogenous smallholder-led systems. More research is needed to increase our understanding of the heterogeneity of these systems and the opportunities and challenges that they represent.

This working paper uses remote sensing data and methods to characterize land cover change in four sites in the lowland Peruvian Amazon over a period of three decades (1987-2017). Multi-village landscapes were purposefully selected to include road accessible sites and others only accessible by river. Landscape analysis focused on buffers around the selected villages used to approximate the areas of influence of farmers in these communities. Deforestation in the Peruvian Amazon has been commonly attributed to agriculture expansion by smallholders. This belief falls short in acknowledging that the contribution of smallholder deforestation is mediated by others decisions around infrastructure development. In this analysis, road connected landscapes experienced greater loss of closed-canopy forest while closed canopy forest remained mostly stable in the river sites over the thirty year study period. Results indicated that closed canopy forest loss occurred in parallel with agricultural expansion at the road sites. The findings contribute to a more nuanced understanding of local land use dynamics and the role of regional infrastructure development as a driver of forest loss.

not only for land use systems that depend on the regular supply of rain or irrigation water but also for the future development of natural rainforests as drought stress has been shown to a?ect tree growth and species composition in old-growth forests (Wright 1991, Walsh and Newbery 1999, Engelbrecht et al. 2007). A drought experiment conducted in a cacao agroforestry plantation showed that this plantation was surprisingly resilient to an induced drought of more than a year (Schwendenmann et al. 2009). However, droughts can have a strong impact on household incomes from agriculture, they strongly a?ect the vulnerability to poverty and thus have to be analyzed as important exogenous shocks to households, forcing them to adjust their behaviour and develop strategies to cope with these problems. The stability of rainforest margins is a critical factor in the protection of tropical rainforests (Tscharntke et al. 2007). At present, however, rainf- est margins in many parts of the tropics are far from stable, both in soc- economic and in ecological terms. For example, protected areas may attract, rather than repel, human settlement, which may be due to international donor investment in national conservation programs (Wittemeyer et al. 2008). An alternative hypothesis is that protected areas might be compromised if leakage takes place, that is, if impacts that would take place inside the restricted area are displaced to a nearby, undisturbed area (Ewers and Rodrigues 2008).

The interactions between climate change adaptation and mitigation are particularly evident in agriculture, forestry and other land-use-based activities. Adaptation projects can affect ecosystems and their ability to sequester and store carbon, while mitigation projects can enhance adaptive capacity or increase the vulnerability of people. These interactions must be considered when designing policies and strategies. The discussion on policy integration of climate change adaptation and mitigation should focus on two issues: (1) integrating adaptation and mitigation in climate change policies to consider multiple goals, assess trade-offs and seek mutually supportive outcomes; and (2) integrating adaptation and mitigation jointly into sectoral policies, such as agriculture or forestry, in order to balance trade-offs and maximize co-benefits between climate change and other objectives. National strategies and plans related to climate change in Peru as well as key land-use policies encompass both adaptation and mitigation objectives. Frameworks have been developed for the integrated implementation of adaptation and mitigation in the new National Climate Change Strategy and draft National Forests and Climate Change Strategy. Although most of the other strategies and action plans do not mention the joint implementation of adaptation and mitigation, they do emphasis delivery of ecosystem services. And enhancing ecosystem services can ultimately benefit both adaptation and mitigation and other national priorities. What is needed is a strong focus on information and knowledge generation and management and an assessment of the current and potential impacts of national and subnational policies on ecosystem services at different scales. Establishing mechanisms for monitoring and evaluating policy implementation, stakeholder engagement and adaptive management are also crucial.
