Halal adalah standar operasional keagamaan yaitu sesuai dengan prinsip, hukum dan etika Islam, sementara tayib adalah standar operasional kesehatan dan hygiene. Berdasarkan hal ini, Agroindustri halal dan tayib (disingkat Agroindustri Halal) adalah suatu konsep pengembangan industri yang bertujuan mengolah bahan baku dari hasil pertanian menjadi produk akhir dimana setiap kegiatan dan bahan yang terlibat dalam industri sesuai dengan prinsip, etika dan hukum Islam. Berdasarkan definisi tersebut maka bagian-bagian dalam sistem yang menghasilkan dan mentransformasikan hasil pertanian menjadi bahan setengah jadi maupun barang jadi, harus memenuhi prinsip-prinsip mendasar yang harus diperhatikan mengenai kehalalan suatu produk. Diantaranya adalah manusia sebagai pelakunya (man), bahan baku (materials), mekanisme (mechanism) dan keuangan dan manajemennya(monetary). Hal ini bertujuan untuk menciptakan produk yang baik dengan pemenuhan terhadap persyaratan keamanan secara religius (spiritual safety concern) dan secara umum yang memenuhi persyaratan mutu, keamanan dan kesehatan (quality and health concern) yang dapat dikonsumsi atau digunakan oleh konsumen. Buku ini akan mengenalkan lebih jauh konsep-konsep mendasar dalam Agroindustri halal diatas. Secara spesifik buku ini membahas kebutuhan makanan yang halal dan tayib, teknologi proses agroindustri halal, etika profesi di bidang agroindustri dalam perspektif Islam, hukum bisnis industri pertanian, manajemen industri berbasis syari’ah dan tren industri pangan halal global.

The Animal Production International Seminar (APIS) is the first international conference held by the Faculty of Animal Science, Universitas Brawijaya. Indonesia merupakan negara dengan penduduk muslim terbesar didunia dan merupakan negara yang memiliki letak strategis menjadi pusat produksi produk halal. Amanah undang-undang jaminan produk halal tahun 2014 menegaskan bahwa produk yang masuk, beredar dan diperdagangkan di Indonesia wajib berseertifikat halal, dan harus diimplementasikan mulai 17 Oktober 2019. Luasnya lingkup produk yang wajib disertifikasi halal berupa barang yang diproduksi dalam bentuk makanan, minuman, obat, kosmetik, produk kimiawi, produk biologi, produk rekayasa genetik, serta barang gunaan yang dipakai, digunakan, atau dimanfaatkan oleh masyarakat. Dibutuhkan pentahapan untuk merealisakannya sebagaimana tertuang dalam PMA 26, tahun 2019 dengan masa pembinaan yang bervariasi sesuai dengan tingkat kerumitan dan titik kritis dalam memproduksi produk halal. Selain dalam bentuk barang, broduk berupa jasa yang terkait dengan proses produksi barang merupakan bagian yang wajib disertifikasi halal seperti usaha yang terkait dengan barang dan mata rantainya (penyembelihan, pengolahan, penyimpanan, pengemasan, pendistribusian, penjualan, dan penyajian). Prinsip dasar sertifikasi halal Indonesia adalah kemampuan untuk ditelusur melalui dokumen di setiap mata rantai proses produksi halal (PPH). Sertifikasi dapat dilakukan dengan cara pernyataan halal (self declare) yang dilakukan oleh pelaku usaha untuk produk produk tidak berisiko atau menggunakan bahan yang sudah dipastikan kehalalannya, proses produksi yang dipastikan kehalalannya dan sederhana, sesuai standar yang ditetapkan oleh BPJPH, serta adanya pernyataan pelaku Usaha yang berupa akad/ikrar dan pendampingan PPH. Bagi produk diluar ketentuan self declare harus mengikuti skema sertifikasi halal reguler dengan acuan pada Sistem Jaminan Produk Halal (SJPH) dengan seluruh proses mengacu pada ketentuan yang ditetapkan oleh Badan Penyelenggara Jaminan Produk Halal (BPJPH) sebagai satu satunya Lembaga yang memiliki kewenangan untuk menerbitkan dan mencabut Sertifikat Halal dan Label Halal pada produk. Dalam konteks tata kelola sumber daya manusia, untuk mewujudkan produk halal yang unggul dan kuat ada dua proses yang memiliki peran yang sangat sentral yaitu rekrutmen dan seleksi sumber daya manusia yang yang cermat dan teliti. Membangun budaya halal produk juga sangat tergantung pada peran pemimpin terutama dalam hal (1) membangun dan memperkuat adanya konsep filosofi dan keyakinan terhadap keharusan mengonsumsi produk makanan dan minuman halal serta sertifikasi produk halal; (2) membangun lingkungan yang mampu meningkatkan kesadaran masyarakat untuk berperilaku sesuai dengan konsep filosofi dan keyakinan yang ada pada dirinya; (3) memberi penghargaan yang positif dan mampu membangun motivasi masyarakat untuk mengonsumsi produk halal dan sertifikasi produk halal. Melalui dukungan Dewan Profesor, kegiatan penguatan produk halal terus berlanjut sampai saat ini di Universitas Brawijaya dengan mengikuti perkembangan dalam industri halal yang terus berkembang.
