A lo largo de cuatro siglos las obras de drenaje, evacuación de aguas negras y pluviales, así como las obras de importación de agua modificaron la condición natural cerrada de la cuenca del Valle de México y, mediante trasvases de gran escala, la vincularon artificialmente a otras tres cuencas hidrológicas. De este modo, las necesidades de agua y de drenaje de uno de los mayores fenómenos urbanos del mundo articularon las cuencas del Valle de México, Alto Lerma, Cutzamala y Tula en un ciclo urbano del agua de gran magnitud e impactos regionales. Al territorio que responde a esta articulación hidráulica de las cuatro cuencas se le conoce desde hace una década como "región hidropolitana". La particularidad histórica de la Ciudad de México durante el siglo XX y lo que va del XXI es haber sido y continuar siendo la capital de la república. Por ello, el discurso que ha justificado el trasvase de agua desde otras regiones es el discurso nacionalista. En las páginas de este libro se profundiza en la dimensión simbólica de la construcción de los acueductos Lerma y Cutzamala; se revisa la demanda interpuesta por el gobierno del Estado de México en la que exige la reparación de los daños ocasionados por medio siglo de extracción del líquido de la zona del Lerma; y se analiza la irrupción mediática del movimiento mazahua por la defensa del agua en Villa Victoria y su denuncia de injusticia en materia de política hídrica. El análisis identifica formaciones discursivas que dan sentido y justifican las acciones de los agentes que se enfrentan por la apropiación y defensa del agua en las cuencas cedentes, es decir, en las zonas de captación de los sistemas Lerma y Cutzamala.
