Advances in Artificial Intelligence (AI) technology and related fields have opened up new markets and new opportunities for progress in critical areas such as health, education, energy, economic inclusion, social welfare, and the environment. In recent years, machines have surpassed humans in the performance of certain tasks related to intelligence, such as aspects of image recognition. Experts forecast that rapid progress in the field of specialized artificial intelligence will continue. Although it is unlikely that machines will exhibit broadly-applicable intelligence comparable to or exceeding that of humans in the next 20 years, it is to be expected that machines will continue to reach and exceed human performance on more and more tasks. AI-driven automation will continue to create wealth and expand the American economy in the coming years, but, while many will benefit, that growth will not be costless and will be accompanied by changes in the skills that workers need to succeed in the economy, and structural changes in the economy. Aggressive policy action will be needed to help Americans who are disadvantaged by these changes and to ensure that the enormous benefits of AI and automation are developed by and available to all. Following up on the Administration's previous report, Preparing for the Future of Artificial Intelligence, which was published in October 2016, this report further investigates the effects of AI-driven automation on the U.S. job market and economy, and outlines recommended policy responses. This report was produced by a team from the Executive Office of the President including staff from the Council of Economic Advisers, Domestic Policy Council, National Economic Council, Office of Management and Budget, and Office of Science and Technology Policy. The analysis and recommendations included herein draw on insights learned over the course of the Future of AI Initiative, which was announced in May of 2016, and included Federal Government coordination efforts and cross-sector and public outreach on AI and related policy matters.

Handbook On Public Policy And Artificial Intelligence written by Regine Paul and has been published by Edward Elgar Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2024-06-28 with Computers categories.

This timely Handbook explores the relationship between public policy and artificial intelligence (AI) technologies across a broad range of geographical, technical, political and policy contexts. It contributes to critical AI studies, focusing on the intersection of the norms, discourses, policies, practices, and regulation that shape AI in the public sector. Expert authors in the field discuss the creation and use of AI technologies and how public authorities respond to their development, by bringing together emerging scholarly debates about AI technologies with longer-standing insights on public administration, policy, regulation and governance. Contributions in the Handbook mobilise diverse perspectives to critically examine techno-solutionist approaches to public policy and AI, dissect the politico-economic interests underlying AI promotion, and analyse implications for sustainable development, fairness, and equality. Ultimately, this Handbook questions whether regulatory concepts such as ethical, trustworthy, or accountable AI safeguard a democratic future or contribute to a problematic de-politicisation of the public sector. The Handbook on Public Policy and Artificial Intelligence is a crucial resource for students and scholars of public policy and administration, political economy, political science, sociology, law, regulation and governance, computer science and technology studies. It is also beneficial to policy practitioners, civil society actors, and regulators working with AI technologies.

Master's Thesis from the year 2020 in the subject Organisation and administration - Public administration, grade: 1,1, Free University of Berlin (Otto-Suhr-Institut), language: English, abstract: The paper is divided in two main parts. The first part introduces the agency theory and its application to two relevant aspects: the agency theory in the public sector and the agency theory involving artificial agents. The second part aims at providing answers to the research questions, by discussing the changes in the agency of the public administrations, as well as the changes in the control methods used to monitor these administrations. Finally, the conclusion summarizes the answer to the research questions, exposes the implications and limits of this paper and offers leads for possible future research on this topic. Automated decision-making (ADM), a type of algorithm which supports decision-making and combines advanced analytics and data minig to make predictions, has been developed in various public sector fields, from predictive policing to healthcare, and is increasingly helping public agents by delivering analysis that they can leverage to make their decisions. This technique involves three main stakeholders: the programmer of the algorithmic system; the user, who is the public agent operating the ADM system; and the individuals affected by the decisions made using ADM. This paper focuses on the consequences on the governance and responsibility of administrations increasingly relying on algorithms to make their decisions. Does the introduction of ADM in public administrations transform their agency? If so, why does this change occur and how does it impact the control methods required to supervise the actions of administrations? The chosen approach is the agency theory, which is suited to deal with delegation, specifically between actors from different contextual backgrounds. France has been chosen as the case-study for this topic, as it has put in place relevant laws and public institutions in order to deal with public ADM. The method chosen to investigate this issue is based on a literature review, as it is appropriate to approach a case-study. This includes scientific papers for the technical aspects, from computer sciences to social and political sciences, as well as reports from governments, international institutions and private companies. More general literature, such as articles and blog posts are used for information on the use of ADM in France and the public debate surrounding it. Finally, the methodology also includes semi-structured interviews led with experts working on the topic of ADM in the public sector.

Investigating Ai Readiness In The Maltese Public Administration written by Marvic Sciberras and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2023-01-27 with Technology & Engineering categories.

The book presents a unique study on the Artificial Intelligence (AI) readiness of public administrations focusing on the Maltese public administration as a case study. This was conducted following the launch of the Malta AI National Strategy in 2019. Since the Maltese public administration is the driving force behind the integration of AI solutions nationwide, the research is deemed necessary to understand whether the public workforce itself is ready to face the oncoming AI revolution. The researchers applied a mixed-methods approach to gain insight and a broader perspective of the status quo concerning AI adoption. Important considerations that stem from this study include the need for increased AI knowledge among public administrators since the majority of respondents reported a lack of awareness of AI technologies and their deployment. Understanding AI-related advantages must be accompanied by a robust instructional effort at all levels of education. It was unanimously agreed that the early inclusion of AI-related courses in the Maltese educational system will aid in developing a future AI-savvy workforce. Furthermore, upskilling and reskilling the public officers will facilitate knowledgeable human capital and proficiencies required to effectively integrate AI solutions within society. The study concludes by recommending several critical reforms within governments that will improve the AI-readiness factor of any Public Administration.
